SUMMARY:
Study session to consider amendments to the City of Cupertino's public
notification policies related to land use issues and General Plan amendments
Council Committee
The Council asked Mayor James and Council Member Lowenthal to meet to
discuss options to enhance notification for major development projects and
General Plan Amendments. The committee met on August 23, 2004 and
discussed several options for enhancing noticing.
()pt:ions for Enhancing Notification
1)
Provide a post card mailer to every postal address (rental and ownership)
in the City using the Cupertino Scene list for major projects.
Provide display ads in the local papers.
Provide a display notice and/ or enhanced article in the Cupertino Scene.
Place inserts or messages into utility bills such as; Los Altos Garbage, San
Jose Water and Cal Water.
Provide a notice on the City Web site.
Limit major General Plan Amendments to once or twice a year and
"bundle" the applications or changes together.
Require some form of story poles for commercial/ office construction.
Implement some combination of the above methods.

service. Costs are approximately as follows:

1. $1,000 for the San Jose Mercury News (2 by 3 inches)
2. $ 200 for Cupertino Courier (1/6 page)
3. $ 500 for Cupertino Courier (1/2 page)
. Direct small-sized post card mailing costs approximately $5,000
. Half-page post cards (4.25 x 11 inch) cost approximately $8,000

Incorporate the notification procedure into the policy structure of the
General Plan so that all major General Plan Amendments (including
changing the procedure) would require full city-wide notification.
4)
Generally decide on project significance thresholds to determine what needs
the city-wide notification (e.g. major General Plan Amendments, specific
plan amendments and development applications)

I will be unable to attend the meeting on Tuesday, August 31 st, at 4:00PM so I wanted to give some input. Since
the Scene appears to be the only written notice that goes to ~residents on a regular basis, how about putting
more thorough explanations about possible "volatile" upcoming votes rather than just a one or two sentence
description on the last page? It would also be helpful if the notices were sent more than a few days ahead of any
important discussion since people in this area are so busy.
Another idea would be to publish agendas in the Cupertino Courier with details. This is a problem in that the
Courier basically needs this information 2 weeks in advance so is there some way to work with the paper and
figure out a way to do this? It is amazing how many people do not receive the Courier and of those who do, many
just throw it away so I am not sure this will get lots of results.
How about a banner across Stevens Creek advertising well in advance, public hearings or votes on big projects or
projects that might be controversiai? Or notices at big stores such as Target, Albertson's, PW, Coffee Shops?
How about a place on the website where possible controversial issues could be highlighted on the first page with
a link to further information...such as City Council agendas and where to get more information and when votes will
take place? I find it very time consuming to try to get to an agenda just to see if there is something I need to pay
special attention to each week.
I'm sòrry I will miss the meeting as I feel it is an important one....again not enough noticing time. I just happened
to catch it in the Courier today. It is a good idea though. I hope other people noticed the article and will be able to
attend.

Under Palo Alto's form of government the City
Council appoints the City Manager. Other
appointed officers are the City Attorney, City
Clerk and City Auditor.
The CIty Manager is the chief administrative officer of the city and Is
accountable to the City Council.
The City Manager appoints (subject to Council approval) the
department heads of the nine operating departments and is
responsible for assuring that the city's services are performed well
and in accordance with Council's policies and within the capability of
the city's resources.
The City Manager Is the chief advisor to the City Council on policy
options concerning the organization and activities of the departments
under her/his supervision. The City Manager is responsible for
submission of the city budget and capital Improvement plan and
responsible for its administration after Council adoption. The Manager
keeps the Council advised of the city's financial condition and the
future needs of the city.

Ground Squirrel Hotel Removed from Golf Course
Golf course staff is experimenting
with an innovative idea to
minimize ground squirrel activity
within the golf course which may
also reduce pesticide use.
Ground Squirrel Hotels
Ground squirrels prefer living in
areas with low grass and broad
views that allow them to quickly spot predators (golf courses
are perfect habitat!). Modeled after a successful effort at
Moffett Field, shade cloth was hung along the golf course/
airport fence line to decrease the animals' ability to see long
distances. This is expected to reduce ground squirrel activity,
pesticide use and costs, and avoid harm to "non-target" animals
. that might be hurt by chemical controls. If successful, the
program may expand to other sites.

Emergency Calls Covered During
Police Department Meeting
The Police Department will be conducting a Department-wide meeting on Friday, August
20 from 7:30 a.m. to 1 p.m. This is the first meeting for all Department personnel in more
than six years. Atherton and Mountain View Police officers wil1 be handling Police catls for
service that come into Palo Alto's 9-1-1 Emergency Dispatch Center. The Police
Department's front desk will be closed during that time. The Animal Shelter will be closed
the entire day, but Animal Control officers will be available to respond to emergency
