BACKGROUND
The Tri -Chapter Uniform Code Committee (TUCC) approved the Electric Vehicle (EV)
charging system guidelines on August 12, 2010. This is the second part of the guideline
for cornmercial and multi -family electric vehicle charging system. The employment of
electrical vehicles will greatly help to reduce the air pollutants to meet the State and
Federal emission targets. Efficient permitting and inspection for EV electric charging
system will help encourage the use of EV in California. Currently, there are no clear
requirements in the building code regarding accessibility for the installation of EV
charging stations. A policy will provide consistency in EV permit approval in the Tri -
chapter area.

PERMIT REQUIREMENTS:
An alternate energy permit is required for an EV charging system. The following is a list
of requirements needed to obtain this type of permit:
1. Provide a completed building permit application.
2. Provide three sets of completely dimensioned site plans showing the location of all
new and existing EV Charging stations on the site. Show the required path of travel
from the accessible EV Charging station to the accessible entrance of the closest
building. The path of travel shall be along an accessible path
3. The EV parking stall shall have a maximum 2% slope and cross -slope.
4. EV system with UL listed number or other approved nationally recognized testing
agency shall be provided on plan.
5. Identify if site is in the flood zone. If so, charging station shall be elevated or
designed according to the flood requirement.
6. Provide electrical load calculations for the charging stations. New dedicated branch
circuits from the central meter distribution panel to the charging station may be
required.
7. Planning approval may be required.
8. EV charging systems installed within a single family or multi -family dwelling garage
governed by a Homeowner's Association shall provide a letter of approval from the
HOA.

ACCESSIBILITY REQUIREMENTS:
If an EV charging station is provided on a site, the minimum number of accessible
charging stations required for that site is one. The accessible EV charging station
parking space shall not be counted as one of the required accessible parking spaces
required by the CBC, because the space is allowed to be used by non -disabled
persons. The size of the accessible EV charging station parking stall and its access
aisle and other accessible requirements shall be in compliance with the current CBC for
van accessible parking stalls, except that it need not be striped or provided with signage
as required for accessible parking spaces. An informational sign shall be posted with
suggested wording: "Parking for Electrical Vehicle charging only". Suggested wording
for the accessible space: "Accessible parking for Electrical Vehicle charging only".
The accessible charging station equipment shall meet all applicable reach range
provisions and accessible path under the current CBC accessibility requirement.
The EV charging parking space(s) may be counted towards the nurnber of required low-
emitting/fuel-efficient parking in the CGBSC.
OTHER REQUIREMENTS:
• Charging system equipment, EVSE (Electric Vehicle Service Equipment),
installed inside individual garage of a single family or multi -family dwellings shall
follow TUCC policy #17.
• Charging stations installed outside the multi -family dwelling buildings shall follow
this guideline.
• Publicly available charging system shall follow this guideline. But lighting and
shelter are important consideration at public sites.
• Identify if a second electric meter is required to be installed because of electric
utility rate for EV charging.
• EVSE shall be installed in accordance with manufacturer's guideline and shall be
suitable for the environment (indoor/outdoor).
• Manufacturer installation guideline shall be available for the inspector at the site.

Summary
Apple is preparing to implement capital improvements at the Bubb 14 campus and performed
an assessment of all trees on the campus. The tree assessment consisted of thirty-eight (38)
trees.
All 38 trees are considered protected trees pursuant to Section 14.18.035 of the City of
Cupertino's Municipal Code. Twenty-four (24) trees are not suitable for preservation and
are recommended for removal. Fourteen (14) individuals are suitable for preservation.
Introduction
Arborwell was retained to inventory and assess all trees on the property of 10420 Bubb Road
in Cupertino, CA (see Figure 1 of Exhibit 1). The inventory of all trees on the property was
performed on January 3, 2014 and updated on January 14, 2014. The inventory is in
preparation for proposed capital improvements. Included in this report are figures and tables
referenced in the report (Exhibit 1), the inventory spreadsheet with tree numbering (Exhibit
2), and site map (Exhibit 3).
Assignment & Scope
This report intends to describe the state of the trees on the Bubb 14 property as observed on
the date of the inventory. Data collected per individual tree for the inventory are as follows:
tree number, scientific name, common name, diameter at fifty-four inches (54") above grade,
crown height, crown spread, condition percentage, action, and any observational notes (see
Exhibit 2). Each of the identified trees was mapped by using a combination of differential
global position systems and geographic information systems.
Of the data collected in the field, health and structure were combined to give each tree a
condition rating, expressed as a percentage. The health of the tree is determined by its
current size versus approximate install date, canopy density, coloration, the appearance of
any abnormalities or deficiencies and the overall health of the trunk, crown, and visible roots.
The structure of the tree was evaluated based on the tree's natural, expected growth habit and
form versus current growth habit, as well as the tree's inherent and exhibited structural
integrity and deficiencies. Health and condition are subjective and species -dependent.
Note that the recommendations in this report are based on visual inspection on the above-
ground parts of the tree at the time of the site visit. No soil was removed for below -grade
inspection and no aerial inspection was performed. Information in this letter may warrant
further investigation as site conditions change over time.

Method
The specific tasks performed are as follows:
• identify and physically tag the trees on-site;
• measure the diameter of the individual at fifty-four inches (54") above grade,
rounded to the nearest inch;
• estimate crown height and canopy spread;
• determine the individual's health and structural integrity and assign a condition
rating;
• note any significant defects, health issues, or other observational notes;
• recommend action;
• prepare a written report that presents findings and submit the report via email as a
PDF document.
Tree Count & Composition
During the site visits, a total of thirty-eight (38) trees were quantified on-site. Of the 38
individuals observed on the property, there were ten (10) species (see Tables 1 and 2 of
Exhibit 1). Pursuant to Section 14.18.035 of the City of Cupertino's Municipal Code, all
individuals are considered protected. Twenty-four (24) trees are recommended for removal
based on poor suitability for preservation. Fourteen (14) trees are suitable for preservation.
Prior to my January 15, 2014 site inspection for the survey update, Tree #33, a dead coast
live oak, had been removed and subsequently, 1 removed it from this report. Specific
comments on individual performance are given in the Comments column of the Inventory
Matrix (Exhibit 2).

Suitability for Preservation
Each of the Protected Trees has been assigned a condition percentage from 0% to 100% (0%
to 20% _ "very poor;" 21 % to 40% _ "poor;" 41 % to 60% _ "moderate;" 61 % to 80% _
"good;" 81 % to 100% _ "excellent"). Condition rating percentages are combined with other
criteria and considerations (see below) to identify the overall value of an existing tree on-
site and it's suitability for preservation. See Table 3 for a list of suitable candidates for
preservation.
Preservation Criteria & Considerations
The following criteria and considerations were used to determine suitability for
preservation:
• size/vigor
• functional value (shading, screening, etc.)
• condition rating
• location appropriate
• climate adapted
• water demand
• aesthetic value
• long term maintenance
• hazard pre -disposition, signs, and symptoms
• infrastructure damage observed and/or anticipated
• competition and overcrowding with other desired shrubs and trees to be preserved
• anticipated length of lifespan
Condition Rating Categories
Excellent: Exemplary health and structure for species.
No individuals were identified as in excellent condition.
Good: Some minor deficiencies noted in health and/or structure, with potential for corrective
measures to be performed to improve upon condition (including but not limited to fertilizer,
pruning, and chemical applications).
Six (6) individuals were identified as in good condition and were identified for preservation.

Moderate: Higher level and/or incidence of deficiencies noted in health and/or structure,

Discussion
The Bubb 14 property is an older commercial site that has a diverse group of tree species,
having broadleaf -evergreens, conifers, and deciduous trees. Though there is evidence of
recent pruning and tree maintenance, the on-site trees, in general, are declining due to
deferred maintenance. Heavy compaction during the initial tree installation is likely the
culprit for much of the decline exhibited in the onsite trees. Many of the trees on site have
been topped and exhibit poor structure. Several individuals are planted in shallow planter
beds directly below the building's eve, a poor planting location due to the potential for the
tree to outgrow its space. Many of the redwood individuals are exhibiting external stress,
likely caused by insufficient irrigation or using reclaimed water as irrigation.
Human activity is often the cause of most problems that trees experience. For example,
improper planting and pruning of trees, as well as poor care, will often lead to exhibited
stress. Applying too much or too little water, especially after planting, may injure roots.
Over application of fertilizer can also lead to root injury, or rapid but weak growth, that
makes the tree prone to certain insect pests and plant diseases. Mechanical injuries from
lawn mowers and weed trimmers can damage tree bark and create the opportunity for
invasion by certain disease organisms. Excessive foot or vehicular traffic around trees can
destroy the structure of soil leading to compaction of that soil. Compaction reduces the level
of oxygen in soil, slows the penetration of water, and hinders the development of roots.
Other consequences of human activity, especially air pollution, are a little more difficult to
assess and to prevent.
From our observations, we have recommended several trees for removal. Along with the
removals, we recommended a full soil renovation throughout the entirety of the perimeter
and building planters, including rototilling all soil to a depth of eighteen inches (18") and
the addition of soil amendments into the root zone. This will encourage deeper rooting,
vigorous growth, better performance, and, as a result, less potential for tree mortality.
Mulch should be applied and irrigation upgrades should be installed.
Selected trees were recommended for removal for the following reasons:

• One (1) individual exhibited a severe lean towards the courtyard gathering area and
encroaches on the available space of the aforementioned area.
• One (1) individual selected for removal is a multi -stemmed, shrub -like tree of little
value, exhibiting poor structure.

• The oak individual selected for removal is a multi -stemmed, volunteer of little value
(Tree 12), exhibiting poor structure.

Seven (7) individuals have been selected for removal:
• The redwood individuals selected for removal have extremely low canopy density
due to water -stress possible cause by under -watering or using reclaimed water as
irrigation (note: though candidates for removal, proper irrigation will extend the on-
site longevity of this species).
Crape Myrtle
Three (3) individuals have been selected for removal:
• The crape myrtle individuals are have outgrown their vertical growing space due to
being planted directly beneath the building eve.
Eastern Redbud
One (1) individual has been selected for removal:
• This tree has excessively poor structure due to being topped in the past.
Silk Tree
Two (2) individuals have been selected for removal:
• The excessively poor structure of these individuals is likely a result of being over
pruned in the past.

elevated planter box.

All recommendations are to be performed to the American National Standards Institute
(ANSI) A300 Standards for Tree Care Operations. In addition, ANSI ZI33.1 Standards and
Safety Requirements for Arboriculture Operations are to be explicitly followed. ANSI A300
and ZI33.1 standards are the generally accepted industry standards for tree care practices
and safety procedures. ANSI A300 standards unify and take authoritative precedence over
all previously existing tree care industry standards and guidelines.

Assumptions & Limiting Conditions
While trees vary in their tolerance to changed conditions, disruption in any form of the
environment to which the trees have grown accustomed may result in adverse reaction.
Human activity among and near trees is inherently contrary to tree welfare and there are
inherent risks associated.

inspection, and reflects the condition observed of said tree at the time of inspection.
• Observations were performed visually without probing, dissecting, coring, or
