First reading of Ordinance No. J '1 ~3' : "An Ordinance of the City Council of the City of
Cupertino Amending Cupertino Municipal Codes, Chapter 11.24, Section 11.24.150 Relating to
Parking Prohibition Along Certain Streets to Remove the Prohibition Of Parking on the West
Side of Vista Drive Between Apple Tree Drive and a Point 200 Feet South."
BACKGROUND
The Cupertino Union School District (CUSD) some years ago, had requested that the City
institute the existing parking prohibition on the west side of Vista Drive along the east side of
school. At that time, the prohibition was necessary for adequate visibility for younger students
and for school bus circulation around the elementary school when the busing program was in
operation.
However, the current redistricting effort by CUSD, resulting in the change of the elementary
school to the Sam Lawson Middle School together with other changes, has led the District to
request that the City lift the parking prohibition on Vista Drive. Since the school bus program is
no longer in operation and older students attend the middle school, along with campus
improvements which have improved on-site circulation, the reasons for the parking prohibition
along the west side of Vista Drive ITom Apple Tree Drive to a point 200 feet south (see attached
map) are no longer present. In addition, the added on-street parking could be used for overflow
and special event parking. Furthermore, the neighborhood would benefit by reduction of parents,
teachers, or contractors parking on the residential side.
FISCAL IMPACT
There will be no fiscal impact, outside of a small cost of signing removal by City forces.

THE CITY COUNCIL OF THE CITY OF CUPERTINO does hereby ordain
that Chapter 11.24, Section 11.24.150 be amended to delete the following:

Dear Ralph,
Years ago, you may recall, the District asked the City to institute a no parking zone along the
west side of Vista Drive adjacent to Collins Elementary School. We felt that the no parking zone
was necessary to accommodate the movement of school buses and to make the area safer for our
young students who were debarking from the buses or walking across Vista Drive to the school.
We think that this arrangement worked very well at the time and thank the City for responding to
that request.
Now that the District has converted Collins to Sam Lawson Middle School and made
improvements to parking and circulation on the campus, we feel that the no parking zone on
Vista Drive is no longer necessary. The school buses that formerly used the area are no longer
operating, and with the middle school we have an older student population that should be more
traffic-aware. Because of these changes, we ask that the City now lift the parking restriction on
Vista Drive.
We understand that the Lawson Principal CiCi O'Donnell has also recently approached the City
on this matter. Thank you for your consideration of this request.

Receive an update from the Vallco Fashion Park representatives regarding
development plans.
RECOMMENDATION:
Staff recommends that the City Council

DISCUSSION:
Valko Fashion Park representatives requested an opportunity to review their
development plans with the City Council and the community, since many
changes are underway. A city-wide notice was mailed for this meeting. Among
the proposed changes are:
Mixed use retail and residential uses on the "Rosebowl" site: approved
Cinema above the main mall, and accompanying parking structures
156 condominiums north of the main mall
Hotel north of J.e. Penney's
Restaurants near the Wolfe Road/Stevens Creek Boulevard intersection
In addition, Vallco Fashion Park has applied to extend the expiration date of its
Development Agreement, which expires in August 2006. That application is
scheduled for the October 11, 2005 Planning Commission meeting.
The Valko representatives did not submit any plan sets for the packet, but will
explain the proposals at the meeting.
