Conformance with zoning standards. Standards applicable to non-residential uses may be varied by the ASA committee to promote excellence of development, provided that the deviation from standards will better accomplish the purposes of this chapter. The cement plant is a conforming use within the A -dl zoning district, with modifications to accommodate air pollution control equipment subject to securing Architecture and Site Approval. The proposed stacks will replace existing emissions equipment with taller stacks to improve atmospheric dispersion of emissions, to comply with BAAQMD 1s 1'Hot Spots program" and a September 2013 compliance -~greement _be~een Lehigh and BAAQMD. The project wil_l replace the existing 34 stacks with a freestanding single stack 295 feet in height and 15 feet in diameter, and install a seconri'smaller stack to exhaust gases related to the clinker cooler system of 116 feel : in height and 7 feet in diameter replacing ten stacks. Actions Concerning the Project Proposal Approve the Architecture and Site Approval for replacement of em1ss1ons control equipment (stacks) to comply ·with air emissions requirements of the Bay Area Air Quality Management Dishict (BAAQMD) subject to the conditions outlined in Exhibit A. REASONS FOR RECOMMENDATION Reasons for Recommended Actions Concerning Environmental Determination 1his project has been reviewed in accordance with the California Environmental Quality Act (CEQA) and Staff has determined that Class 1 (CEQA Guidelines 15301 -"Existing Facilities") and Class 2 (CEQA Guidelines 15302 - "Replacement or Reconstruction") exemptions are applicable to the project. The Class 1 exemption applies because the addition of the two new stacks entails a minor alteration to an existing facility to comply · with BAAQMD emissions requirements and will not increase production capacity (Guidelines 15301(£).) Also, the project is exempt pw·suant to the Oass 2 exemption ("replacement") as the new stacks replace portions of existing stack equipment currently used to vent emissions from the plant (Guidelines 15302). The project ·will enable the Applicant to continue its operation of the Plant with no change in production capacity or use. rr he project does not present any unusual circumstances that could result in L significant environmental effects (CEQA Guidelines 15300.2). The project proposes installation of ventilation equipment that is typical of similar operations across the nation. Emissions are produced in the cement manufacturing process and elevating the venting of emission with tall stacks more widely disseminates emissions. The visual simulations demonstrate that the new stacks would not result in a significant visual impact due to placement of the stacks· contiguous to the cement plant the stacks will blend in with existing views of the cement plant. The proposed stacks are located within a heavy industrial setting and will be compatible with the surrounding cement plant structmes .. which indu_de a pre-heater tower and other industrial features . of similar height and visual profile as the proposed stacks. 3 Architecture & Site Plan Review April 3, 2014 File 9989-16-65-14A 1.1 Project Authorization Kiln / Mill and Cooler Vent Filter Modernization -Cupertino , California PSI Project No . 575-372 -1 January 5, 2012 Page 1 1.0 PROJECT INFORMATION Professional Service Industries, Inc . (PSI) is pleased to submit our Geotechnical Engineering Services Report for the Kiln/Mill and Cooler Vent Filter Modernization project at the Lehigh Southwest Cement Company plant in Cupertino, California. Our work was performed in general accordance with our Proposal Number 575-58830, dated December 7, 2011. Our services were authorized by Mr. Kyle Krick of Lehigh Cement Company , LLC by issuing a Purchase Order (PO# 4500481996, dated December 12, 2011) in response to our proposal. 1.2 Site Location and Description The Kiln/Mill and Cooler Vent Filter Modernization project is located within the Lehigh Southwest Cement Company plant, referenced by a street address of 24001 Stevens Creek Road in Cupertino, California (see Figure 1 -Site Location Map). Topography at the plant generally consists of moderately to steeply-sloped terrain with rounded ridges and drainages . Elevations in the project area range from about 600 feet above mean sea level (msl) at the Clinker Cooler to about 700 feet msl in the Kiln/Mill dust collector (Google Earth , 2012). This generally agrees with the Cupertino Quadrangle , California topographic map (USGS , 1991 ). The locations of the existing and proposed improvements are shown on the attached Figure 2 . 1.3 Project Understanding Based on your request for proposal (RFP No . 1-0333-00099-2) dated December 5, 2011, PSI understands that the Lehigh Southwest Cement Company proposes to construct stack and ductwork supports for its filters. A free-standing stack or new support bent for ductwork is planned for the Kiln/Mill Dust Collector (KMDC) and a new free-standing exhaust stack is planned for the Clinker Cooler Dust Collector (CCDC). To assist in this report, we were provided with a scaled site plan , conceptual drawings and preliminary layout plans of the proposed improvements. We understand that the Kiln/Mill and Cooler Vent Filter Modernization will consist of foundations for the following items: r---------------------··---- • KMDC fans and 1,000 hp motors (2) with dead load of 86 kips each . • KMDC exhaust stack and duct support structures with dead loads of 132 and 145 kips . • CCDC fan and 600 hp motor with dead load of 44 kips. • CCDC exhaust stack with dead load of 50 kips . The approximate locations of the proposed improvements are shown on Fig ~r~· Based on a review of the provided information, it appears that final grades will be close to existing . We assume that cuts and fills will be limited to 2 feet.
