The minutes for the July 14, 1994 and the July 28, 1994 meeting were held over to the next
meeting because of a lack of quorum of those who attended these meetings.

Applicant: Landmark Development
Property Owner: Landmark Properties
Location: Oardenside and Rainbow
USE PERMIT to construct 6 townhomes on an 11,761 sq. ft. vacant parcel in a Planned
Development residential zoning district.
ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended.
This parcel is on the north side of Rainbow. Five townhomes are proposed. This is a
request for a General Plan Amendment. Because of site constraints, the City Council
suggested allowing the developer to reduce the number of dwelling units on the site.
There are significant easements on site to consider, plus shortage of parking. There
should be no environmental impacts other than the General Plan density, which is 20-35
units. They are proposing 10-20 units. The development density will be
consistent with the adjoining properties and will not cause environmental impacts related
to General Plan density consistency. A Negative Declaration was proposed on the
General Plan Amendment and on the Use permit by Ciddy Wordeil, seconded by Steve
Dowling. Passed 3-0.

USE PERMIT for n planned detached single-family development consisting of 79
homes.
TENTATIVE MAP to re, subdivide an existing ! 12 lot, 7 acm parcel into 79 lots.
ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended
This application is for 342 dwelling units of two densities, apnmnents and single family
homes. Citation will finish building the Mariani product which is already started. They
nm proposing n density modification to reduce the remaining portion of the single family
duets. The lots would be widened, resulting in a decrease in total number of single
family units, which would result in an increase in aptahsaents. The three environmental
issues ate: General PInn density conformity, noise and traffic. Ciddy moved that a
condition be created to ensure that the same number of total units be constructed, ns was
previously approved. This was seconded by Steve Dowling. Approved 3-0. The noise
and traffic must remain consistent with the amount approved and mitigated for under the
previous Mariani application. Subject to the conditions previously approved, a Negative
Declaration was moved for by Steve Dowlin& seconded by Ciddy Wordeli. Passed 3-0.
