TICC 01-04-2017 TECHNOLOGY, INFORMATION & COMMUNICATIONS COMMISSION Regular Meeting January 4, 201x;7:00 p.m. Conference Room A, City Hall MINUTES CALL MEETING TO ORDER Commissioner Livingood called the meeting to order at 7:10 PM ROLL CALL Commissioners present: Rod Livingood, Arnold De Leon, Keita Broadwater, Vaishali Deshpande Commissioners absent: None Staff Present: Bill Mitchell Guests: Samson Tsui from Boy Scout Troop 452; Libby, Samson's mother APPROVAL OF MINUTES 1. Commissioner Broadwater made a motion to approve the November 2, 2016 minutes. Commissioner De Leon seconded the motion. The motion was carried 4-0. ORAL COMMUNICATIONS 2. This portion of the meeting is reserved for persons wishing to address the commission on any matter not on the agenda. Speakers are limited to three (3) minutes a person. In most cases, state law will prohibit the commission from making any decisions with respect to a matter not listed on the agenda. a. Samson asked for Commissioner input on cyberbullying. Commissioner Livingood provided information about the Teen Commission Hackathon cyberbullying presentation on April 7, 2017 at 7:00 pm. Samson also asked how teens can help in Technology. Commissioners Livingood and Deshpande indicated teens can come to TICC, Teen and other Commission meetings to provide their input. WRITTEN COMMUNICATIONS 3. Letter from AT&T was discussed. UNFINISHED BUSINESS: 4. Input for Work Plan- There was discussion about creating templates for lease agreements with telecom companies to enhance economic development. Also discussed was the need for improved network infrastructure in the City of Cupertino. Commissioner Livingood outlined the Work Plan items—outreach, SMART Cities, cellular review and network infrastructure. 5. Commissioner Broadwater will provide an overview of local Technology Commission charters at the next meeting. 6. Commissioner Deshpande discussed the Teen Commission Hackathon on April 7, 2017 and the fact that a Deputy Sheriff from the Santa Clara County Sheriff's Office will discuss cyberbullying with the students. She also discussed an adult/senior internet safety class in May with the Library Commission. Commissioner Livingood recommended that Teri Gerhardt present information about APIs and data at the Teen Commission Hackathon. 7. Commissioner Livingood provided some input on SMART Cities and will provide further input at the next meeting. 8. Cellular Coverage follow-up—Bill Mitchell discussed the prior presentations from Root Metrics and OpenSignal. He will contact a third company to present at the next meeting. 9. Discussion about the Wireless Facility Master Plan was tabled until the next meeting. NEW BUSINESS: REPORTS: 10. No report for the 1/4/17 Mayor's Meeting was provided. MISCELLANEOUS 11. Reviewed Activities Calendar. 12. Reviewed Action Items, and provided updates. ADJOURNMENT Commissioner De Leon moved for adjournment. Commissioner Deshpande seconded the motion. Vote 4-0.
