NEW ITE M,q 1. Application l-GPA-94 and 3-EA-94: Consideration of amendments to the Housing Element of the General Plan. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended A background was given by Ciddy Wordell. Our housing element is not in compliance with the housing element legishtion. We have been working on amendments since then. Potential ERC items are the actual increase in number of housing units. The state did not accept the sites we proposed as being adequate. They want more sites so we will identify additional sites. Consmiction above the General Plan (2:584 units) will not be allowed. New sites being identified are at Maxine and Homestead, 10-20 units per gross acre, and at Stelling and 280, 20- 35 units per acre. This might be an affordable housing project site. SunnyView Lutheran Home is a potential site for 50 units. None of these will be of significant environmental impact. Application No. (s): 6-U-94, 2-Z-94, 3-TM-94 and 12-EA-94 Applicant: Emily Chen Property Owner: Emily Chert, Frank Chang and Jennifer Chang Location: 19340 Phil Lane REZONINO of 1.08 acres gross to Planned Development Residential P(RES). USE PERMIT to construct five single family homos in a Planned Development Zoning District. TENTATIVE MAP to subdivide a 1.08 acre parcel into 5 lots. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended The applicant h~a withdrawn her original application and is resubmitting. Michele summarized the issues. There are 40 significant m~es, 12 to be removed or 5 less than the previous application. The previous ERC recommendation was to maximize tree protection, a condition of approval for the demolition of the barn with regards to rodent control, and to retain the historic building. Michele recommends following these recommendations. Under this application the house may or may not be moved. Emily Chen spoke about her house designs and said that one story homes would result in more trees being removed. Bert feels that aesthetically the PD configuration is not in keeping with the cul-de-sac. If the subdivision is restricted to one story homes, it is felt that all adjoining neighbors also be restricted fi.om adding a second story. Bert moved for a negative declaration, but stated fi.om an aesthetic point of view that it is inferior to the other plan. Blaine seconded. In discussion, Ciddy disagreed, stating that this property requires special consideration to maintain a country am~osphere. Paul recommends imposing conditions to maintain and protect the specimen trees that are saved. Michele can impose a bond on each specimen tree if necessary and hold this for several years. Four in favor, Ciddy opposed. Ciddy moved that we retain the house, based on the previous recommendation. Bert seconded, and modified the motion to either move the house on site or retain on the current site. All in favor ERCMinutes May 12, 1994 Page-3- 3. Application 81,159: Ordinance to Amend chapter 19 of thc Municipal Code to regulate thc processing of combined development applications which involve differing review bodies. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended Ciddy presented this application stating that if an application contains a variance, both could be heard at the same 6me.
