Application No. (s): 1-U-94 and 4-EA-94 Applicant: Nehemiah Architects, Inc. Property Owner: West Valley Presbyterian Church Location: 6191 Bollingar Road USE PERMIT for a 3,800 sq. ft. addition to an existing church. Michele Bjurman stated that thi~ is an existing church with classroom buildings. They want to oxpand the palish hall, addjnnior 8nd high school classrooms, an cdfice ~,~ library. They are adding new junior and senior high classes. Use is only on Sundays during Sanctuary time, not during the week. TwobottlebmshUcesaud fonr cypress trees are to be removed. The trees will be replaced on a I to 1 basis, the bottle brush with a drought tolerant x~placemont. The church is currently nnderparked. They are required to have 125 spaces following the addition and have 95 existing. They do have a long tcnn parking agreement with Hyde Jr. High located adjacent to thc church. Don Brown asked if there are industrial uses near the site using ha,~rdous materials. Michele responded there is no indusUy in the area. Location: 21267 Stevens Creek Blvd. USE PERMIT for a 7,200 sq. ft. health club in an existing shopping ee~ter. Michele reported that in October the applicant was required to update their existing parking study. The Onlr, Center is deficient in parking by up to 200 spaces, nnd tho nevi occupant will generate a larger parking deficiency. The rupert was completed, and the peak or impacted hours would be on Friday and Saturday evenings after 7 p.m.. This business will be closed at thnt time so there will be no conflict. Du=rillg tho ~ of the week thoro is no problem. Two suggestions from stn~: 1.) Hems be consistent with the applicant's proposal, 2.) City Council request for a report on the environmental aspects of the 2/4/94 Berg & Berg notice of appeal of File No. 10-U-93 (mod.), a modification of a use permit to delete dayc~e activities, consider offsite parking controls and consider other activity limitations for a proposed church at 10340 Bubb Road, APN 357-20-019. Colin passed out copies of the Staff responses. (See attached) City Council hn, directed ERC and plnnning Commission to ~view appeal letter submitted by Berg and Berg. In November of 1993 the church applied for a use l~-,~t and rezonin8 recommended for approval by the plapnin~ colnmission. Because of concerns by tho indu~ixial tenants it was deferred to Sanuaxy. Chemicals being used did not pose an ,ndue risk to the church or proposed day care population. Council tentatively approved rezoning but sent use pen~t back to plnnnlng coxnmi.~qion tO ensure greater compatibility. Specifically n~ed that day care be deleted. Off site parking also looked at. Back to City Council in early Februmy for the second time. Berg & Berg appealed thc use permit modification. Colin went over each of the 10 points from the appeal letter. Bert moved for a fmdin~ of no new s~nificant env~onmelltal impacts nnd uphold previous negative declaration recommendntions. Don seconded. Carried 5-0. 4. Application No.(s): 2-GPA-94, 2-U-94, I=TM-94 and 5-EA-94 Applicant: SummcrHiH Homes Property Owner: Comerica Bank Location: 21875-21881 Stevens Creek Blvd., North side of Stevens Creek Blvd., approximately 140 feet West of Mann Drive GENERAL PLAN request for a General Plan Amendment to remove thc commercial land use designation for Parcel 326=19-117. USE PERMIT for a p]nnned detached single=family dovelopmeilt consistil~ Of 24 homes. TENTATIVE MAP to subdivide a six~le parcel into 24 lots and one lot held incommon. P~q~e -3- This project will be on the Monta Vista Hardware site. The general plan now calls for this site to bc primsrily residential, with a si~ificant portion for commercial. Commercial portion csnnot be supported so a general plan bearing has been granted. This is a planned unit development that has a frontage road along Stevens Creek Blvd. They arc two story homes about 1~00 scl. fl. on about 3500 sq. iT lots. Thc densit~ is about 7 units per glOSS acre. There will be two BMR 11nits. There ~ 4.67 parking spaces per 11nit which is on the low end. Tr, m¢ is negligible. Access from Stevens Creek is right turn in and out only. It is consistent with the gcncml plan omen,truant There have been meetings with thc neighbors t~ discuss concerns. Thc length of driveways was discussed. Landscaping will be facing the street with trees proposed for street elevation with all drip imgation. Don moved for a negative declaration, Bert seconded.
