APPROVAL OF MINUTES
The minutes for the January 13, 1994 meeting were approved as submitted.
CONTINUED BUSINESS

"' Colin reviewed this application for everyone's clarification. It is more of an issue than just
Cecil's property, it encompasses the whole Regnart Canyon area. Council's direction is to
review changing the General Plan designatian for the entire Regnart Canyon area to very low
density residential: semi-rural 5-acre slope density formula. This designation was deleted with
the last update oftbe General Plan and we would reconstitute it for just this area. Cecil's
property would be rezoned to RHS. With these changes, 3 existing lois in Regnart Canyon
affected by Policy//2-38, would be recognized as buildable lois. Cecil has 3 houses already, so
net increment would be one additional living unit with a possible three additional houses on the
remaining lots for a total of four additional houses. The amount of traffic generated would be
relatively minor. In addition, staff will be adding an amendment ensuring that basic subdivision
pattern remains intact. Council asked ERC to review delefion of 2-38 hillside consolidation
policy. Policy #2-38 affects only 2 lots outside of Regnart Canyon. Deletion of the policy may
result in the addition of 2 new houses, one on each existing lot. Staff is recommending a
negative declaration. Staff needs to initiate a rezoning of the remaining hillside properties. A
motion on Regnart Canyon recommending a negative declaration with a maximum of 4
-- additional houses was made by Don, Bert seconded. The motion carried 4-0.

Next was a motion to change General Plan policy on #2-38 to reinstate 2 existing lots. Bob
moved for a negative declaration, Bert seconded. 4 in favor, I opposed.
Colin recommended that a separate action be ~ken on the zoning for Cecil's property. A
negative declaration is recormnended. Bert so moved, Don seconded. The motion passed 4-0.
