CONFERENCE ROOM C (LOWER LEVEL) ORDER OF BUSINESS MEMBERS PRESENT Wally Dean, City Council Member, Bob Cowan, Director of Community Development, Bert Viskovich, Public Works, Norman Kobayashi, Community Member (non-voting). APPROVAL OF MINUTES The minutes for the November 10, 1993 meeting were approved as submitted. CONTINUED 1TEMS: I. Application No(s): 2-GPA-93, 3-Z-93, 5-TM-93 and 14-EA-93 Applicant: Cecil Mahon Property Owner: Cecil Mahon Location: West side of Regnart Road GENERAL PLAN change from very low density residential, 5-20 acre slope density formula to very low density residential senti-rural 5 acre slope density formula. REZONING from A1-43 to 1U-IS or such other zoning classification deemed appropriate by the Planning Commission. TENTATIVE MAP to subdivide a 13.8 acre parcel into 4 lots. ENV~ONMENTAL DETERMINATION: Negative Declaration Recommended Colin indicated that the Tentative Map was being continued pending a decision on the general plan amendment and rezoning. Historically, the semi-rural designation specifically applied to Regnart Canyon only. Colin presented study maps for the Regnart Canyon area to look at overall policy implications in a general plan change to one particular piece of property. All lots have been subdivided according to the semi-rural formula except the Mahon property. Parcels range in size from I acre to 9 acres in this area, with the Mahon property being 13 acres. Land use changes should be treated consistentiy. //the Regnart Canyon is changed to semi-rural, it will allow building on other lots with a potential of 6 additional building lots, 4 new homes. In a larger context, ff the Reguart Canyon area !" were removed from the 5-20 acre slope density formula, only 2 other properly owners would be affected by the parcel consolidation policy. (//2-38). The adjoining Kaiser property is outside the uthan service area. Bob feels that this should be qualified and recommended to limit to Re§hart Canyon. Could this open up lot line adjustments and future subdivisions? This.is hard to evaluate and may require an EIR Page -2- report. Scale and intensity differentiate this from the diocese property proposal for which an EIR was required. Dynamics are larger here than just Cecil's lot. The lack of sewers dictates the size of lot that can be developed. A concern is the potential for further land division. The ERC committee should make a recommendation defining the scope. Bob recommends that we go to Council with a report showing the scope of this. Boundaries must be set. Recommendation: Go to Council on January 3, 1994 for direction. Bert moved, Bob seconded. 3-0 in favor. This item will be removed from the Planning Commission agenda at this time. City Attorney input is requested when this is presented to Council. The motion was modified to reflect this. 2. Application No(s): 13-U-93, and 15-EA-93 Applicant: Deep Cliff Property Owner: Hubback Location: McClellan/Foothill USE PERMIT for master development plan, including tree planting and removal, teaching center, practice green, patio cover and lighting. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended Tree removal - 2 afoorists reports have been completed. 35 trees are in ill health but they will be maintained for the time being. One pine tree will be removed. 250 new trees, $0 per year over the next 5 years, will be planted. This is a 6:1 replacement ratio. Flood plain issues - no significant problems with placement of proposed structures. Finished floors will be at or above the flood plain level. Traffic - new teaching center is in the conceptual stage to be constructed between now and 1995. This includes 14 putting pads for practice of strokes. This will cause no significant traffic impact. Parking is the major consideration. Management is looking into restriping the parking lot which would provide 16 additional spaces. Residents on Clubhouse Lane are concerned about overflow parking. Noise level - a complaint has been received regarding the microphone system. No complaints to Code Enforcement about this. Lighting - also in the conceptual plan is lighting for the parking lot and for the practice area. Bert voted for a negative declaration, Bob seconded. Vote 3-0 in favor. NEW ITEMS: 1. Application No(s): 32-U-93 and 12-EA-93 Applicant: Rancho San Antonio Ret. Housing Property Owner: Rancho San Antonio Ret. Housing Location: Propen3, Line at 1-280 USE PERMIT for modification to construct sound mitigation walls or berms adjacent to Interstate 280. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended Tom Robillard explained that there are two proposals, one a 15 ff wall, the second a dirt berm with a 6 ft. high wail to span the swale. This wall would cut down on noise and act as a vi.~! barrier. Si'nfl feels that the wall will create a bigger impact than it will mitigate. A sound study was done identifldng four units with an above acceptable noise level. The General Plan now discourages the use of walls. Bert Viskovich stated that the wall would have to be landscaped with trees and ivy. Gary Koutz explained that Ca1 Trans was to build a wall but it was not done. Sound and visual impact are the two considerations. To do the berm we must encroach on Cai Trans property. This has to go to Sacramento for final approval and it is in this process now. Drainage must be addressed and it must be landscaped and irrigation provided even on the Cai Tram side. He expressed that the wall will be built next summer. He will provide a conceptual landscape plan as requested by stnff Tom Robillard stated that the Pa~ -3- recommendation from staff is for denial. Bert moved for a Negative Declaration, Wally seconded. Vote 2 in favor, Bob Cowan opposed. 2. Application No(s): I-GPA-93 and 6-EA-93 Applicant: Sobrato Development Companies Property Owner: Roman Catholic Bishop of San Jose Location: Rancho San Antonio Park and Gate of Heaven Cemetery INFOR.,'VIATION ITP_.IV[: Chan§e in scope of work (alternatives analysis) for Diocese BIR. Ten alternatives are being analyzed in ErR. Six variations will receive full analysis including visual analysis. The rest will be interpolated from this.
