NEW BUSINESS '.._. 1. Application No(s): 13-U-93 and 15-EA-93 Applicant: Deep Cliff Property Owner: Hubback Location: McClellan/Foothill USE PERMIT for master development plan, including tree planting and removal, teaching center, practice green, patio cover and lighting. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended The zoning requires that the applicant complete a development plan showing long term phased growth. Development plans include the changes over the next decade which would include new buildings and landscaping. Stnff is not prepared at this tirae to make an environmental recommendation. The three issues of coneem are: 1. The majority of Deep Cliff is in a flood plain. Ordinances require all structures have floor levels at or above flood level. Can the structural height be met? 2. Long term planting plans include the planting of 300 trees over the next 10 years. How many trees will be removed? 3. New traffic and parking needs as a result of the growth. The General Manager from Deep Cliff responded that only trees that are a hsTard or are diseased will be removed. Their plan is based on an arborists report by Able Tree Surgeons. Any specimen trees will be identified and protected. Staff will need identified the specimen species and location proposed for removal. ._ There are no plans to expand parking at this time. Application No(s): 2-GPA-93, 3-Z-93, 5-TM-93 and 14-EA-93 Applicant: Cecil Mahon Property Owner: Cecil Mahon Location: West side of Regnart Road GENERAL PLAN change from very low density residential, 5-20 acre slope density formula to vexy low density residential semi-rural $ acre slope density formula. REZONING from AI-43 to RHS or such other zoning classification deemed appropriate by the Planning Commission. TENTATIVE MAP to subdivide a 13.8 acre parcel into 4 lots. ENVIRONMENTAL DETERMINATION: Negative Declaration Recommended. The Semi-rural designation had been deleted in the current General Plan update but the applicant would like to reimplement this designation on the parcel. Staff is requesting an environmental review of the general plan amendment and the rezoning, not the tentative map at this time. The concern with the change in The General Plan designation is the net cumulative effect to other buildable lots in the canyon. - Bert moved for a negative declaration. John Baufista and Wally voted against a negative declaration at this time. The motion was withdrawn. The item was continued for two weeks in order for Staff to come ~,.._ back with additional information on the cumulative impacts of the project.
