MINUTES OF THE ADJOURNED REGULAR CITY COUNCIL MEETING,
HELD JANUARY 13 1993, CONFERENCE ROOM A, CITY HALL

CALL TO ORDER
The meeting was called to order at 6:35 p.m. by Mayor Szabo.
PLEDGE OF ALLEGIANCE

Counc. Present:
Dean, Goldman, Koppel, Sorensen, Mayor Szabo

1. Adoption of Resolution No. 8819: "A Resolution of the City Council of the
City of Cupertino Rescinding Resolution No. 8790 and Establishing Rules
Governing Recruitment, Appointment and Reappointment to City Advisory
Bodies."
It was moved by Counc. Goldman, seconded by Counc. Sorensen and passed
unanimously to adopt the resolution, waive the filing date for those applying for the
Fine Arts Commission, and direct the City Clerk to notify those who had filed late
that the interviews would be held January 20.
2. Interview of applicants for an appointment to the Cupertino Planning
Commission.
Council discussed viewing a five minute video presentation submitted by Paul
Roberts, applicant for the Planning Commission.
Mr. Roberts had come to City Hall where a video was prepared. He had been called
out of town for business reasons and would not be able to attend the meeting.

Counc. Koppel stated she could not support viewing the video. If the majority of
Council wants to provide applicants the opportunity to present a tape, it should be
made a formal policy.
Counc. Sorensen said she would like such a policy so that this would be an acceptable
procedure in the future.
Counc. Goldman said he had talked to the Mayor regarding the video and the Mayor
had given his approval. The applicant was called away. The use of staff time was a
different issue. He felt the process tonight would be interesting and video could be
used in the future for a first look at candidates. If this procedure is used, each person
could submit a video.
Mayor Szabo requested that the City Council decide as a whole.
Counc. Goldman moved that the process be accepted and if Council is comfortable
with it, it be incorporated into future interviews.
Mayor Szabo stated that this meeting and the future are separate issues. The taping
may take staff time and City dollars.
Counc. Goldman amended his first motion to state that Council accept this process
for today. Counc. Dean seconded this motion.
Counc. Koppel said that other applicants not present did not have the same
opportunity. Therefore, she will vote no on the motion.
The motion was adopted with Counc. Koppel dissenting.
(a) Presentations
Council heard presentations from David Doyle, John Bautista, Betty Mann,
Paul Roberts (video tape), Robert Brainard, Stephen Reynolds, and Tom
Weber. Mayor Szabo stated he had received a phone call from Martin Miller,
an applicant. Mr. Miller had stated that he would possibly withdraw his
application.
(b) Questions
Following the presentations, Mayor asked questions 1 and 11 from the list of
suggested questions. In addition, individual Councilmembers asked other
questions.

Mr. Roberts was interviewed via speaker phone.
Council determined that they would vote for four of the candidates on their
first ballot.
Following the initial vote, it was moved by Counc. Koppel, seconded by Counc.
Sorensen and passed unanimously to appoint David Doyle, John Bautista, and Paul
Roberts to the Planning Commission.
The meeting was adjourned at 9:10 p.m.
