Cupertino City Council, Special Meeting
November 23, 1993
PLEDGE OF ALLEGIANCE
Mayor Szabo led the Pledge of Allegiance and called the meeting to order at 6:50 p.m. in
the City Council Chambers, 10300 Torre Avenue.
ROLL CALL
Council members present: Wally Dean, Marshall Goldman, Barbara Koppel, Lauralee
Sorensen, and Mayor Nick Szabo. Council members absent: None.
Staff Present: City Manager Don Brown

Public Works Director Bert Viskovich
Community Development Director Bob Cowan
Administrative Services Director Blaine Snyder

ORAL COMMUNICATIONS
Mr. Wendell Stephens, 10397 Anson Avenue, congratulated Lauralee Sorensen,
Steven Haze, and Marshall Goldman upon the character of their campaign. He
suggested that a code of campaign ethics be adopted, which would include policies
on the use of professional consultants. He mentioned that the League of Women
Voters campaign functions successfully used referees, and suggested that the
Council establish something similar to oversee campaign literature, etc. Mr.
Stephens also commented that Mr. Goldman's religious beliefs were not a factor in
his decisions while on the City Council.
CANVASS OF VOTES
(a) Resolution No. 8987: "A Resolution of the City Council of the City of Cupertino
Receiving Declaration of Election Results, General Municipal Election, November
2, 1993."
The City Clerk announced that the Santa Clara County Board of Supervisors had
canvassed the votes for the City, and that the individuals who received the most
votes were Don Burnett, John Bautista, and Lauralee Sorensen. It was moved by

Counc. Koppel, seconded by Counc. Sorensen, and carried unanimously to adopt
Resolution No. 8987.
COMMENTS BY OUTGOING COUNCIL MEMBERS
Counc. Goldman said that it had been a privilege and an honor to serve the
community. He thanked all who had helped him in his campaign, and said they
were hardworking and strove to keep the campaign on a positive note. He also
commended the City staff and said there was creativity and a sense of purpose.
Counc. Goldman thanked the community for the support given to him, and he also
thanked his family for all the sacrifices they made for four years. He said he
looked forward to spending more time with his children, and that this was a
bittersweet occasion for him.
Counc. Szabo said that he had been involved with the City for about 20 years and
it had been a pleasurable experience. He said that staff was one of the best he had
worked with in his lifetime of working with government. He thanked the City
Manager and staff for their leadership, and congratulated the incoming Council
members.
Counc. Sorensen thanked those who voted for her. She said she had enjoyed the
past four years and was looking forward to the next four.
Council members Marshall Goldman and Nick Szabo left the dais.
OATHS OF OFFICE FOR COUNCIL MEMBERS
The City Clerk administered the Oath of Office to Counc. Don Burnett, John
Bautista, and Lauralee Sorensen.The new Council members were seated.
ELECTION OF MAYOR AND VICE-MAYOR
Counc. Dean nominated Counc. Koppel for Mayor. Counc. Sorensen seconded,
and the motion passed unanimously.
Counc. Sorensen nominated Counc. Dean for Mayor. Counc. Burnett seconded,
and the motion passed unanimously.
OATHS OF OFFICE FOR MAYOR AND VICE-MAYOR
The City Clerk administered the Oath of Office to Mayor Koppel and Vice-Mayor
Dean. Mayor Koppel presented a plaque and gavel to ex-Mayor Szabo.
The Mayor and Vice-Mayor took their seats at the dais.

COMMENTS BY NEW AND INCUMBENT COUNCIL MEMBERS
Counc. Don Burnett thanked all who supported him, and said that it took the
efforts of a lot of people, not just over the campaign but in the last three years. He
said he hoped to represent them fairly and to do a good job.
Counc. John Bautista thanked those who had assisted with his campaign and also
his family for helping him through a challenging time. He said it was a great honor
to be able to serve the community in which he had grown up, and that he hoped to
do it with honor and distinction, keeping in mind the interests of all members of the
community, residential and business alike.
Mayor Barbara Koppel thanked the Council members for electing her as Mayor,
and she said she was looking forward to serving and making a cohesive council
and a very productive 1994. She said there were some interesting issues facing the
Council but that they would resolve them by working together.
ANNOUNCEMENTS
Mayor Koppel invited everyone to attend a reception in the lobby, and announced
that the next regular Council meeting will be December 6.
ADJOURNMENT
At 7:15 p.m., the Council concurred to adjourn.
