Proposed Goals City Staff has Negotiated Reasonable Terms with: •Crown Castle •Mobilitie •Verizon Negotiated Agreements Length of the agreement Rent Rent Adjustment Aesthetic and Placement Control Terms -15 years (3 –five year terms) -$1500 per pole per year (+3%/year) -Adjusted to reflect other Cities -City retains discretion Health Concerns Radio Frequencies are non-ionizing emissions –they do not damage DNA. International Agency for Research on Cancer (IARC) -exposure to RF fields from cell towers less than 1/100th exposure from mobile devices. Factors that affect amount of exposure RF fields: The distance and path to the nearest cell phone tower.Being farther from tower requires more energy. The amount of cell phone traffic in the area at the time.Higher traffic requires more energy. Federal law states Cities cannot prohibit wireless service. Cities CANNOT regulate location: •If location eliminates demonstrated service gaps •If facilities comply with the FCC regulations Cities CAN regulate aesthetic issues, including height.
