I am delighted to see the first step toward a community- centered process now appearing on your agenda. I am particularly heartened that the priority items, like affordable housing and mobility infrastructure, that you identified at your offsite retreat appear among those matters for treatment in the speaker series. It is entirely appropriate that the Council looks to the Vallco site as a potential vehicle for relieving problems the Council wishes to address on behalf of us all. In order to obtain the best,most broadly accepted facts and expert opinion, I hope that you will seriously and in good faith consider devising as apolitical a process as possible for choosing the speakers. Warranted or not, the Council suffers a deficit of public trust stemming from events that led up to the November election. Appointing an independent and neutral third party(perhaps selected by city staff or in collaboration with them)to pick the speakers would enhance the legitimacy of the entire speaker series and its contents. No matter how you individually voted on April 4th, I encourage you to set aside the division of that moment and to look to what is best for Cupertino now. Our city, its neighbors, and stakeholders retain an abiding interest--both now and in the future--in making the best possible decision for what happens at Vallco. I hope your vote today is in favor of Item 12, and in favor a process that can enjoy widespread acceptance from our community. Thank you, J.R. Since I have company in town and am taking care of three family members who were recently hospitalized, I regretfully cannot attend. I think that one of the biggest complaints that I hear from residents, even at BC's Town Hall, is that they want more time to speak and ask questions.When you plan the speaking events I hope that they are structured more like a panel with a broad and balanced scope on both sides.If residents feel that the speakers are biased, or that they are being preached at,the whole process will fail apart and it will anger them further. I think this is why Sand Hill's workshops were such a flop and people didn't come back,not to mention that it really cost SHP in long-term credibility. I would also like the Council to be open to looking into speakers that residents might request or recommend. Remember we have some pretty savvy residents who probably have the best perspective on our needs and how things work. As end-users their insights are crucial in coming up with the most successful plans. They are our biggest stakeholders now and in the future. On an aside there are two caveats(sorry): The big elephant in the room will be the 2M sq. ft. of office on the books. It doesn't make residents feel that the city or developer are open to other options as long as it remains in place, and it is by far the public's greatest objection. Secondly, if Sand Hill is not open to redesigning Vallco as per the publics "educated"consensus, then this whole thing will just be a wasted($$$$$) exercise that will inflame the pubic further. Do we really have his buy-in?Just my two cents, but it is ultimately something that will fall back into your laps. I'm really excited to see more resident education and engagement, and I hope that this process for our biggest and most controversial piece of land can yield us a better understanding and more informed and creative solutions for its development. As an educator, I am 100%in favor of this proposal for community education as preliminary preparation for a Citizens Advisory Committee(CAC). The Bay area has changed dramatically in the 10 years since the iPhone came on the market. Community mindsets,however, are stuck in dated perceptions. I've gone to Santa Clara Community Placemaking: Reimagine and Reinvent- Public Spaces sessions which have broadened my perspective. It's important to have presenters chosen by a neutral party,NOT council members, who are likely to have the same stuck perceptions. Please unanimously approve this funding without restrictions.
