BEFORE A PERMIT CAN BE ISSUED: The Owner, General Contractor, Project Architect/ Engineer
and Special Inspector shall acknowledge the required special inspections, testing and conditions.
When determined by the Building Inspection Division, a pre -construction conference with the
parties involved will be held to review the special inspection requirements and procedures.
Special inspection and testing shall meet the minimum requirements of UBC 1701. The following
conditions are also applicable:
1. Contractor is responsible for notification to the Special Inspector or Agency regarding
individual inspections for times listed on the attached Schedule and noted on the City
approved plans. Adequate notice shall be provided so the Special Inspector has time to
become familiar with the project and do a thorough job for all inspections.
2. Each Special Inspector shall submit his qualifications to the City and is subject to a personal
interview for pre -qualification Special Inspectors shall display an approved identification
badge when performing the function of a special inspector or upon request, and must have a
valid ICBO Certification for the type of work being inspected.
3. Duties and Responsibilities of the Special Inspector are:
A. Observe the work for conformance with the CITY APPROVED
(stamped) design drawings and specifications and applicable
workmanship provisions of the UBC.
NOTE: Shop drawings may be used 2ply as an aid to inspection
B. Bring non -conforming items to the immediate attention of the
contractor and note in daily report (Ref. item 4). If any such item is
not resolve in a timely manner or is about to be incorporated in the
work, notify the Building Inspection Division immediately by

Architect:

C Furnish reports of tests an inspections directly to the Building Inspection
Division, Engineer and Architect of record and others as designated. These
reports are to include the following

• Indicate how non -conforming items were resolved or indicate unresolved
items as applicable
• Itemize changes authorized by Architect, Engineer, and Building Inspection
Division if not included in non-conformance items
{ 'D. Insure that an adequate number of pre -qualified special inspection personnel
are on the job based on the intensity of activities, quality of work being
performed and the various operations occurring.
E. Submit a FINAL LETTER OF COMPLETION to the Building Inspection
Division stating that all items requiring special inspection and testing were
accomplished, approved and reported and, to the best of his knowledge, in
conformance with the approved design drawings, specifications, approved
change order and the applicable workmanship provisions of the UBC Item
not in conformance, unresolved items or any discrepancies in inspection
coverage (i.e. missed inspections, periodic inspections when continuous was
required, etc.) shall be specially itemized in this report
F. FINAL LETTER OF COMPLETION shall be signed by the Licensed Registered
Engineer of the Special Inspection Agency of record.
4. Each Special Inspector shall complete and sign the Special Inspection Record at the job site or
each day's inspection and provide a daily handwritten report in a format acceptable to the
Building Inspection Division to remain at the job site with the contractor for review by the
Building Department's Inspector. Content of the daily reports shall be per Item 3C above.
5. Work requiring special inspection and the performance of special inspection shall be
monitored by the City's binding inspector. City approval is required prior to placement of
concrete. General Contractor shall notify (408-777-3228), 24 -hours in advance for each day
special inspection will be conducted.
6. Special inspections are to be performed on a CONTINUOUS BASIS, meaning that the
SPECIAL INSPECTOR IS ON SITE IN THE GENERAL AREA AT ALL TIMES OBSERVING
THE WORK REQUIRZTIG SPECIAL INSPECTION. Periodic inspections may be approved by
the Building Inspection Division and, if approved, shall be noted on the SPECIAL
INSPECTION AND TESTING SCHEDULE.
7. Only the City approve Testing Agency of record shall sample, transport and test materials.

2.' Testing laboratory only should take samples and transport them to their laboratory.
3. Copies of all laboratory reports and inspections are to be sent directly to the City by the Testing agency.

5. The Special Inspector is under the authority and is responsible to the Building Official. All inspection
concerns and/or problems encountered are to be brought to his attention immediately.

that open onto a yard, exit court, or public way. The intent of this requirement is
to insure that the stair will be sufficiently open to the exterior to prevent the
accumulation of smoke and toxic gases.
The current design for Sluir 6 hus openings on two sides, one on the court and

Ln response to your letter, dated June 28, 2002, and attachments by Michael Gould, dated
June 10 and 24, 2002 about the referenced subject, the following comments are offered.
Your questions have been paraphrased w standardize the format. The following opinion is a
consensus 1CBO staff opinion. You, as the official responsible for enforcing the code, are die:
legal authority in rendering interpretations of the code and are not obligated to accept this
opinion. Code opinions are based on published Uniform Codes, and do not include local,
state or federal codes, policies or amendments.
Q: We have a new apartment complex that is currently in the plan check process and
There is one issue that has not been resolved. The building is a four story, Group R,
Division 1 Occupancy with Type V, One-hour construction. The building will have
an approved automatic sprinkler system throughout.
A corridor runs through each floor, and stairways are provided at each end. At three
different location, the corridor passes by small courts. Can an one-hour corridor pass
by a tour(? Our concern primarily deals with the application of Section 1003.2.5,
which Mates that the exit path along a means of egress shall not be interrupted by any
building element other than a means of egress component. It appear; that the
continuity of the corridor system is being compromised by passing by the court areas.
A: Section 1004.3.4.3.2, Exception 2, allows unprotected openings in the corridor to the
exterior When permitted by Table 5-A. Based on the submitted plans, the courts are
of sufficient s4e to permit unprotected openings between the courts and the corridor.
This is determined on an assumed property line 5 feet from the edge of the court.
The intent of Section 1003.2.5, regarding continuity of the path of exit travel along
the means of egress, would not restrict the corridor from passing by a court. The

SIJBJECT Structural Drawing Revisions Dated October 18, 2002
The following structural sheets were modified in the October 18, 2002 Bulletin: S2.31, S2.32, S2.33, S2.34,
S2.35, and S5.11. A list of the modifications to each sheet follows.
S2.31 -S2.35:
1. Entire sheet: Shear walls revised to match owner request for larger windows at exterior. Holdown forces and
shear wall nailing revised due to revised wall lengths and revised wall force distribution due to change in
wall lengths.
2. K1 Unit: Shear walls at corridor (approx. grids P.5/10.6) relocated to interior of unit to match architectural
change accommodating duct from retail space below.
3. Corridor shear walls: Shear wall nailing and holdowns at corridors revised to match shortened length due to
fire doors. Fire doors added at city's request through permit comment process. Locations are grids K.5/9.8,
K.5/10.2, G.9/9.8, G.9/10.2.
4. East Stairwell: Stairwell walls revised to match the latest architectural background.
5. Exterior wall thickness: Some exterior walls changed from 6' to 4' studs to match architectural drawings. At
shear walls, holdown posts and gravity posts have been revised to 4" nominal width. Bearing wall callouts
have been revised where walls changed from 6" to 4' nominal width.
S2.32 -S2.35:
1. Entire sheet: Header callouts revised per contractor's request to reduce framing cost. Headers were
changed from hanger -type at rim to headers below floor framing through the RFI process. Plans have been
updated so the header callouts match the RFI response.
S5.11:
1. Detail 3/S5.11: Detail no longer applies due to header revisions and has been deleted.
2. Detail 20/S5.11: Per previous RFI, the headers have been revised to sit below the floor framing. In addition,
the 3' nominal window frame detail was revised to 4" nominal width. Detail 20 has been revised to match the
RFI response at the contractor's request to avoid confusion_
