Review ot schematic design - Civic Center - By consensus,
Council changed the date ot the meeting with the architects
to July 29.
Cogswell College
Director of Planning and Development Sisk reviewed the
request with Council.
Bradtord Liebman representing Bradtord Financial answered
questions tram Council.
Rachel C~ven, faculty wire of instructor at De Anza
College, intormed Council that De Anza College does
support this application. Her concern was trattic along
Stelling, McClellan and Bubb. She requested that Council
consider the impact of traffic caretully.
Chris Brandllleir ot Cogswell College discussed the proposed
student interaction with De Anza College.
Rachel C~ven stated that public schools have to comply
with the Field Act (earthquake satety) and asked if private
schools also had to. She was intormed they do not. She
suggested that Cogswell provide a traffic control officer.

order amending Exhibit C of Ordinance No. 360 expanding it

John Vidovich, developer, discussed bond tinancing and the
below market rate housing requirelleDt for a senior housing
proJect. He felt that in the case of a sen10r bousing
proJect the BHR requirement was not appropriate.
Beverly Lawrence of tbe Hidpeninsula Citizens for Fair
Housing stated that it lool..ed as it Mr. Vidovich's projeot
would demand that residents take services as it appeared
that no kitchens would be provided. She requested that
Council delay tbe decision on tbis matter until July 1 when
otber BHR decisions will be made.
Ann Anger asked it a su!"Vey had ever been done regarding
low incolIIe senior in Cupertino. She quoted tram an artiole
printed in the San Jose Mercury News May 10, 1985 that said
over 80~ of seniors own their bome free and clear.
Iola Hendricsen, a Cupertino senior, stated agreement with
Ms. Lawrence. She intormed Mr. Vidovich that seniors don't
need three meals a day as they are not active. She said
that se!"Vices are usually included in tbe rent and are not
extras. California, like Florida, has many seniors because
the weather is agreeable to them.
Mr. Vidovich intormed those present that services and rent
would be one fee and not separate charges.

Mr. John Vidovich intormed Council that the County does
have ceilings on what rent can be charged on residential
develoPDent which used mortgage revenue bonds.
By consensus Council requested an analysis ot the program,
bow it is constituted/constructed, requested intormation
regarding advantages/disadvantages tor the City to have its
own progrllll. Council also requested intormation regarding
how tlexible the county would be regarding moditying its
criteria. When the intormation is available, this shall be
rescheduled tor a Council meeting.
43. Extension ot agreement with Cupertino Union School
District.
(a) Resolution No. 6581: "A Resolution ot the City

brought to Counoil's attention people parking their cars on
private property. She stated that the Sheritt's Department
bad been called; however, they bad not responded.
Counoil requested that the Community Servioes Ottices
investigate the parking ot cars on both the Southern
Paoitio property and the property ot M>.. Childress.
