Mayor Johnson called the lDeeting to order in the Counoil
Chamber at 7:00 p.m.

It was IDOved by Counc. Gatto, seconded by Counc. Plungy and
passed unan1.llously to appro· e a 60-day period until close
of escrow.
81 Camino Hospital - Continuing Care Residential Center
Mr. Hawkins, Project D1Mctor, introduced Dr. Reeves and
Dr. Alvin Rutner, Directors tram EI Camino Hospital; Mr.
Lagorio, Ms. Ciddy Wordell; and George Ivel1ch, architect
tor the project. He also introduced Father Mitchell ot St.
Joseph's, Ray Lave and Ray Shannon.
Mr. Hawk1na stated that there is a need tor housing tor the
elderly in this region. He has _t with the statts ot
cities that llight be attected by the proposed project. He
has also _t with the Los Altos City Council, Dianne
McKenna, houa1ng coalitions and open space districts. One
public hear1ng has been held at St. Simon School and on
June 20, another public hear1ng is scheduled. He has also
met with senior groups.
Mr. Hawkins requested that the Council allow this
development to occur in the County and not require
annexation. He stated the opinion that nothing is to be
gained by either the City or EI Camino Hospital by having
the development in Cupertino. Access roads to the proposed
facility are located in Los Altos. Since the organization
is non-profit there will be no tax revenue. At present the

property is not contiguous to Cupertino. The City still
has planning oontrol as it is in Cupertino's urban service
area. There w111 be no serv1ce impaot to Cupertino. He
requested that ~uncil consider supporting the development
occurring in the County. He stated that this particular
site was chosen as it is availabie,. suitable and an
adequate size. Originally, El Camino had looked at Cherry
Chase property. however, it is not available tor terms that
were mutually agreeable. This particular faoility will
have tbree levels of service I independent; personal care;
skilled nursing care.
When Council pointed out that they bad received mucb input
regarding the desirability ot integrating senior housing
with tbe cOlllllunity and not isolating it, Mr. Hawkins stated
that tbe Sequoia facility in Portola Valley is quite remote
and tbe residents love it. Tbere are active recreation
progruas and vans tor running errands and keeping
appointments. Mr. Hawkins sta~ed that the tacllity is to
be regional and does not wish to be identified with a
particular oity. He stated that approximately half the
patients at EI Camino Hospital come froa outside tbe
district. At one time tbere was a extra charge tor non
district resident patients; bowever, be was not sure it
tbis was still in effect.
Ray Lave, resident ot Los Altos, presented transpareiJoies
sbowing the area, a traffic study project regarding trips,
a _p showing trattic flow distribution, and possible
II1tigatiOD aeasures. He stated in conclusion that tbe
iapact ot tbe project would be quite small - equivalent to
approxtaately 100 units. The proposed project uses only
25J ot the density capacity.
George Ivelich, arcbitect, reviewed exhibits witb Counoil.
There would be 75 personal care uni t.s and 99-100 beds tor
tbose in the skilled nursing care units. The independent
units would be one story cottages. The facility would
provide tor no tbrough trattic. The entrance roads eacb
end in a cul-de-sao. Mr. Ivelicb then reviewed floor
plans with Council. He stated that an extensive soils
report had been done.
Mr. Hawkins added that it is anticipated that tbe project
will be done witb revenue bonds. Minilllulll age tor a person
to live tbere would be approximately 62 years. Tbe nearest
tire sta~iOD is located approxt.ately two miles away.
Currently the project is baing discussed with various
utility districts. The EI Caaino Hospital Board of
Directors does preter to develop the proJect in the County.
The City Ha~Ager informed Council that Cupertino will be
looking intv the fire and policing foc the proposed
development.

Fatber Miobael Mitcbell was asked it there were an interest
to annex oontiguoua property to tbe City ot Cupertino.
Fatber Mitcbell intor'lled Counoil that tbere waa none as
tbere waa no advantage to annexing the cemetery to
Cupertino. Also, tbe area 18 under tbe W111i8lllSOn Aot. In
regard to the timetable tor tbe projeot, tbe applioation is
aI.ost ready tor aubllission tor approval. The questions is
lIbere it will be subllitted.
Counoil requested a report trOll statt regarding seMioes
tor their aeeting ot July 1 inoluding the scenarios sbould
Counoil deoide to initiate annexation ot tbe property and
that annexation is protested.
Counoil stated that tbe proposed projeot is a ¡ood projeot
and it is needed.
