The aeeting was called to order at 7:40 p.m. by Mayor Meyers.

Mayor Meyers announced there would be another informational meeting at
7:30 p.m., Hyde Jr. High School, May 8, 1979.

Mr. IIobert Cowan, Assistant Planning Director, reviewed the boundary re- Review
organization with those present.
Questions asked concerned water, garbage pickup, any necessary change of Questions
address, the proposed extension of Rainbow Drive, the extension of Highway
85, road maintenance, estünated effective date of the boundary reorganiza-
tion. traffic enforcement, protest procedure and possible ele~tion, the
possibility 0f a Cupertino Police Department and Cupertino Fire Depart-
ment. park .;ites located within the reorganization area, and the potential
development .of 7 Springs Ranch.
Should the boundary reorganization occur, those residing within the area
will still be served by San Jose Water. There is a possibtlity Los Altos
Garbage would take over trash pickup. Deeds, wills, etc. would not have
to be ~hanged to show Cupertino rather than San Jose.
The Ciry Manager announced that th~ Board of Supervisors will conduct a
hearing on the reorganization on June 4, 1979. The City of Cupertino
~ill send each property owner within the area the procedure to protest,
should they dEsire to do so.

Mayor Meyers called the meeting to order at 12:40 p.m. in the Council
Chamber of City Ball.

1. Discuss the Board of Supervisors hearing at 1:30 p.m., Al'ri1 30, re-
garding the Kaiser Traffic Study.
It was moved by Counc. Jackson, seconded by Counc. O'Keefe and passed
unanimously with Counc. Sparks absent to approve the draft letter for sub-
mission to the Board of Supervisors. The letter requ~sts that the
following steps be taken:
1) Reject the present offer unless it includes a rr~hibition of truck
traffic between midnight and 6:00 a.m.
2) Schedule a public hearing in the Cupertino vicinity to take public
testimony concerning the truck traffic and its effects.
3) Initia~e proceedings to open up the Kaiser use permit so that reasQú-
able operating controls can be established, specifically controls on
nighttime truck traffic.
2. Request authorization to pay for distribution of informational sheet
on protest procedure to each and every household in the boundary
transfer area.
It was moved by Counc. O'Keefe, seconded by Counc. Rogers and passed unan-
imously with Counc. Sparks absent to authorize for expenditures up to
$175 for distribution of informational sheet on protest procedure.
