Mayor Savita Vaidhyanathan called the Special City Council meeting to order in the Cupertino Community Hall Council Chamber, 10350 Torre Avenue for a Budget Study Session. Present: Mayor Savita Vaidhyanathan, Vice Mayor Darcy Paul (3:14), and Councilmembers Barry Chang, Steven Scharf (3:08), and Rod Sinks. Absent: None. 1. Director of Administrative Services Kristina Alfaro reviewed the Overview of the Fiscal Year 2017-2018 Proposed Budget via a PowerPoint presentation. City Council Minutes May 16, 2017 Staff answered questions from Council. Councilmember Sinks left the dais at 3:41 p.m. before the review of Pass-through Revenues/Expenses (Apple only) due to a conflict of interest and returned to the dais at 3:43 p.m. Director Alfaro introduced Senior Management Analyst Karen Guerin and Management Analyst Katy Nomura who reviewed the Departmental Budgets. Staff answered questions from Council. Director of Public Works Timm Borden reviewed the proposed 5 Year Capital Improvement Program (CIP) via a Power Point presentation. Staff answered questions from Council. The Mayor opened public comment and Jennifer Griffin spoke about building Lawrence-Mitty Park. The Mayor closed public comment. The following information was requested by Council for staff follow-up: Community Development Department • Issued permits (1,830) -how many are for brand new construction and remodeling? Subject: Presentation by Cupertino-Hsinchu Sister City Association (CHSCA) regarding its recent Cupertino Student Delegate trip to Hsinchu City, Taiwan Recommended Action: Receive presentation by Cupertino-Hsinchu Sister City Association (CHSCA) regarding its recent Cupertino Student Delegate trip to Hsinchu City, Taiwan Janice Sung from the Cupertino-Hsinchu Sister City Association (CHSCA) introduced two Cupertino Student Delegates who shared their experience and presented a video regarding a recent trip to Hsinchu City, Taiwan. Council received the presentation. 5. Subject: Commendations and presentations from the 2017 Hackathon Winners Recommended Action: Present commendations and accept the presentations from the five winning teams: Volunteer X, Hood Watch, Walk With Me, Connected Carpool, and Charity Channel Mayor Vaidhyanathan presented commendations to the winning teams from the 2017 Hackathon: o Volunteer X: Sudeep Rao, Neel Griddalur o Connected Carpool: Shahar Sandhaus, Kirill Shpin o Hood Watch: Catherine Zhao, Jeffrey Yang, Ronit Gagneja, and Michelle Kwan o Walk With Me: Rishi Upadhyay, Gagan Kaushik, Aditesh Kumar, and Nachiket Subbaraman o Charity Channel (not present) Each team made a short presentation. POSTPONEMENTS -None ORAL COMMUNICATION Jennifer Griffin talked about the Stevens Creek Urban Village Plan and resident notification concerning rezoning of properties on Stevens Creek. Divya Satrawada and Jin Tuan, on behalf of Wings of Sound and New Visions of Tomorrow, invited Council to the Visions of Light concert at De Anza College's Visual and Performing Arts Center on May 21. 5 City Council Minutes May 16, 2017 Connie Cunningham talked about the Silicon Valley at Home Affordable Housing Week happening through May 22 in support of below market rate (BMR) housing. Catherine Moore talked about San Jose's Stevens Creek Urban Village Plan, its height limits and parks in the area (distributed written communication). Sunil Nethisinghe, on behalf of the Silicon Valley Fall Festival, talked about continued festival support and thanked Council for its support. Council directed staff to send a supplemental letter to the City of San Jose on behalf of the Mayor regarding the Stevens Creek Boulevard Urban Village project, requesting consideration of a nexus traffic study in the 280/85 corridor. Subject: Award a Contract to Hello Housing to administer the City's Below Market Rate (BMR) Housing Program funded through the City's BMR Affordable Housing Fund (AHF) Recommended Action: 1. Adopt Resolution No. 17-048; recommending approval of the FY 2017-18 consultant for Below Market Rate (BMR) Program Administration to City Council for final adoption Sinks moved and Scharf seconded to adopt Resolution No. 17-048 approving the FY 2017-18 consultant (Hello Housing) for Below Market Rate (BMR) Program Administration. Subject: Community-centered process on a plan for Vallco Recommended Action: That the City Council: 1. Provide direction regarding the initial phase of a community-centered process on a plan for Vallco; and 2. Approve an increase to the Fiscal Year 2016-17 Planning and Community Development-Mid to Long Range program budget of $25,000 for the first phase. The motion carried with Scharf voting no. 13. Subject: Three Small Cell License Agreements with 1) Crown Castle Ng West, LLC; 2) Mobilitie, LLC: and 3) GTE Mobilnet of California Limited Partnership, d/b/a Verizon Wireless. Recommended Action: Authorize the City Manager to enter into Small Cell License Agreements with Crown Castle Ng West, LLC; Mobilitie, LLC; and GTE Mobilnet of California Limited Partnership, d/b/a Verizon Wireless. Written communications for this item included a staff PowerPoint presentation and emails to Council. City Engineer Chad Mosely reviewed the staff report via a PowerPoint presentation. Sinks moved and Chang seconded to authorize the City Manager to enter into Small Cell License Agreements with Crown Castle Ng West, LLC; Mobilitie, LLC; and GTE Mobilnet of California Limited Partnership, d/b/a Verizon Wireless with the 8 City Council Minutes May 16, 2017 amendment for staff to ensure a uniform design regardless of the pole types allowed similar to those shown in Exhibit "B" of each of the agreements, that includes: 1) A primary design with a pedestal base and nothing on the pole up to the antenna; and an alternate design option, with a reduced base but with boxes permitted on the poles that could be hidden by signs; and 2) The light fixture for any replaced poles will be changed to an LED fixture with the same color temperature and brightness as the existing fixture; and 3) All other aspects of pole should match, such as the base and paint color. Councilmember Scharf made a friendly amendment to remove the LED requirement in the streetlights from the motion. Councilmember Sinks accepted the friendly amendment recognizing that current technology could evolve. The motion carried unanimously. 14. Subject: Comprehensive Financial Reports for Fiscal Year 2015-16 Recommended Action: Accept the City Financial Reports for Fiscal Year ending June 30,2016 Written communications for this item included a staff PowerPoint presentation. Director of Administrative Services Kristina Alfaro reviewed the staff report. Council directed staff to include the Councilmembers on the bi-weekly status updates sent to the Audit Committee. Paul moved and Chang seconded to accept the City Financial Reports for Fiscal Year ending June 30, 2016. The motion carried unanimously. REPORTS BY COUNCIL AND STAFF 15. ADJOURNMENT 9 . City Council Minutes May 16, 2017 Council concurred to adjourn the next meeting in honor of a Homestead High School student who recently passed away. At 10:43 p.m., Mayor Vaidhyanathan adjourned the meeting in honor of all of the Asian Pacific Islanders serving Santa Clara County in various capacities. 10
