Present: Counc. Absent: Jackson, O'Keefe, Rogers, Mayor Meyers Spar~s (attending HCD meeting) Staff Pr"sent: City Manager Quinlan City Clerk Cornelius Director of Public Works Viskovich Director of Planning and Development Sisk Director of Finance Snyder Mayor Meyers gave a brief report regarding negotiations ~ertaining to Regnart Road. City Manager Quinlan reviewed the 1979-1980 proposed budget. A discrepancy between the first psge first column total for July 1, 1979 balance and page 4 last column total for June 30, 1979 was pointed out by Mayor Meyers. The City Manager. by consensus, will investigate Methods of administering disbursement of revenue from traffic tickets issued by campus patrol at De Anza College. A correction to be made, noted by staff, was as follows: Page 6, Ac~ount No. 418.15, 1978-1979, $159,900. Mr. Frank Mulkern and Mr. Burre1 Leonard addressed Council regard inK funding for the Chamber of Commerce. Council expressed approval for the $1,400 budgeted. By consensus Council requested that $1,500 be budgeted for the Sister City Program. Council, by consensus, directed staff to make a recommendation regarding an adjustment to the per diem allowance. On page 48 Account numbers 7953, Monta Vista Park and 7954, Hernorial Park Land Acquisition, were transferred from the 1979-80 budget to 1978-79 expenditures, per prior Council approval. Council suggestions for other considerations in the b~dget included an after school sports program and a contractual arrangement with Rancho Rinconada for a self-supporting program. The City Hanager informed Cound 1 that, after further staff study, he may request funds for a new telephone system for City Hall, for word processing equipment, and for additional Monta Vista Park maintenance. The Director of Public Works informed Council that the Miller Avenue Hedian project will not be ready to go out to bid this fiscal year, but will go during 1979-80 FY. By consensus, $5,000 was added for a stairway from Rae Lane to McClellan Road. Staff was directed to agendize the proposed ordinance which would allow for implementation of the policy transferring responsbiliry for sidewalk repair to the homeowner. Council, by consensus, requested that as street signs are replaced the new signs include address numbers. Council approved sending a copy of the June issue of the Cupertino Scene to residents in the boundary reorganization area. Mayor Meyers informed staff that volunt~er workers have offered assistance in Jol1yman Park. The omitted Leisure and Cultural budget informaticn for the proposed area to be annexed will be forwarded to Council at a later date.
