Present: Jackson, O'Keefe, Rogers, Sparks, Mayor Meyers Planning Commissioners Present: Planning Commissioners Absent: Adams, Blaine, Claudy, Keeni tzer Gatto Staff Present: City Manager Quinlan City Clerk Cornelius Assistant Planning Director Cowan Associate Planner Piasecki Director of Public Works Viskovich Housing Rehabilitation Counselor Hastings Assistant City Attorney Kilian Director of Planning and Development Sisk (9:15 p.m.) Others Present: Bill McBee, Cupertino Sanitary District PLANNING APPLICATION 2. Application 3-TH-79 of State Mutual Savings & Loan Association: Tentative Map to subdivide approximately two acres into 23 parcels consisting of 20 townhouse parcels, one condominium parcel, one common area parcel and one parcel equaling approximately .8 of an acre to accommodate an office building and Environmental Review: The project was previously assessed hence no action is required. Said property is located on the southwest corner of Stevens Creek Boulevard and Finch Avenue. Recommended for approval. It was moved by Counc. Sparks, seconded by Counc, Jackson and passed unanimously to approve Application 3-~-79, State Hutual Savings & Loan Association, as per Planning Commission Resolution No. 1947. PIJBLIC HEARINGS 1. City of Cupertlno: Public Hearing to consider the adoption of a Cümprehensive General Plan for the City of Cupertino's Sphere of Influence including territory ~n,olved in the proposed San Jose Boundary Transfer. Said Plan shall include the following elements: Land Use, Housing, Open Space/Conservation. Seismic Safety. Public Safety, Noise, Circulation and Scenic. Council directed that page i-8, paragraph 2, include information that the figures used were determined by one consultant. b. On page 2-4, Council directed staff to amend Strategy 1 to include a reference to sewer capacity. c. Council amended Strategy 2, page 208, to read "Create a historic proper,y zoning " d. Page 2-14. Policy 2-13, was amended to include that landscaping will be broken to allow for policy surveillance. e. Page 2-15, Strategy 3, is to inc1u~e a reference to security. f. Page 2-16, Policy 2-16. is amended to read". . . and not a part of an overall planned center". Policy 2-17 shall be amended to rcad that the City will not approve new drive-up service facilities. g. Council am~nded Polir.y 2-23, page 2-20. High Quality Design, to read ". . . units, shall be thoroughly studied in development review " . In reference to page 2-17, Policy 2-18, it was moved by Counc. O'Keefe and seconded by Counc. Rogers to remove the last sentence of the paragraph. The motion was defeated with Cou4cilmembers Jackson, Sparks and Meyers dissenting. It was moved by Counc. O'Keefe, seconded by Counc. Rogers and passed with Counciln.embeTs Jackson and Sparks dhsenting tC' remove the word "actively" from the last sentence, page 2-17, Policy 2-18. Counc. O'Keefe moved to drop trip ends or to investigate methods of dropping trip ends without penalizing those who have already accumulated them. The motion died for lack of a second. Assistant Planning Director Cowan reviewed the land use decisions for the San Jose area which will be incorporated into the General Plan. Council ex¡>ressed reluctance to make a presale inspection progl'am to insur£ code c.:>mpllance of existing residential structures mandatory. City Hanag"r Quinlan pointed out that this inspection would be for safety and health purposes. Discussion resulted regarding street standards for county pockets. Mayor Meyers suggested that staff could provide an analysis regarding older areas with recommendations for improvements or no improvements in specifi~ sections. .
