a substation is constructed in the basement of City Hall. He was further
directed to investigate the feasibility of zoned air conditioning.
It was moved by Counc. Rogers, seconded by Counc. Jackson and passed unan-
imously t~at a letter requesting the processing of the Route 85 environ-
mental iupact statement draft be expedited will be prepared for the Hayor'
signature. Copies are to be sent La Senators Smith, Hayden and Alquis_.
Staff will contact Jack Ybarra regarding sending the letter direct rather
than through him.

It was moved by Counc. Jackson, seconded by Counc. Rogers and passed unan-
imously that the City Clerk will notify Congressmen Edwards and McCloskey
of Council opposition to the reduction of noise standards, particularly
for two and three engine aircraft.

Those opposing stop signs on Bubb Road were Aram Henesian, 21669 Terrace

Mrs. Gholson questioned Council as to when a stop light would be going
in at the intersection of Stelling and Rainbow.
W. C. Disser, 21541 Re~nart Road, spoke against stop signs and expressed
preference for a crosding guard or simple signal light.

imously to close the public hearing.
The City Manager stated that the Rainbow and Stelling sign is scheduled
for this fiscal year. lie recommended a public headng be held prior to
its installation.

unanimously that stop signs be installed at the intersections of lIyannis-
port and Bubb and Columbus and Bubb and that a crossing guard be funded
f?r the intersection of Pumpkin and Bubb. Staff will work with the PTA
r,'garding the best hours for the guard. The traffic situation will be
r~-evaluated in six months. The City Manager was directed t~ express

tions problem which took place after a July 4, 1979 accident on Bubb

Dr, Joseph Brown stated tbat the climate of the area
felt houses would be inappropriate.
Scott Epperson expressed opposition to higher ~ensity in the area as did
Ed Prowse who lives in the nearby BAS homes development.
A representative of Roaten Hinson Associates of Los Gatos, architects for
the project, stated that it would be extremely difficult to maintain the
high quality of the plans and increase density.
Hr. Wi11iar. Weil of the Donut Wheel expressed support for the proposed
developmedt and his opinion that there is no need for higher density.
Jim Mills, noise engineer for the project, reviewed the noiae level with
Council and stated that the proposed design is the best one for acoustics
and for maintenance of a low noise level.

64. Recommendation from Public Safety Commission for areas of study by
the Public Safety Commission.
Mr. Robert Gonzales, Chairman of the Public Safety Commission, submitted
a list of suggested study topics to be undertaken by citizen subcommittee
chaired by members of the Public Safety Commission. Among the proposed
topics were police service, fire service, environmental safety, communica
tions, health services, hazardous substances used in this area, CPR and
child abuse/neglect/safety.

It was moved by Counc. Jackson, seconded by Counc. Sparks and passed with
Councilmembers O'Keefe and Rogers dissenting to form Public Safety Com-
mission citizens subcommittees for the purpose of studying a noise ord-
inance, disaster planning and the dissemination of public safety informa-
tivn. Costs are to be restricted as much as possible. The subcommittees
will be evaluated in approximately six months.
