ROLL CALL
Counc. Present: Jackson, O'Keefe, Rogers, Sparks, Kayar Meyers
Staff Present: City Manager Quinlan

Council, by consensus, took the items out of order listed on the agenda.
2. Control of sale of harmful matter to minors.
It was moved by Counc. Jackson and seconded by Cowc:. O'Keefe to urge the
legislature to give cities more power to enact legislation dealing with
newslscks on public sidewalks, particularly in re1at:ionship to the sale ot
harmful matter.
Counc. O'Keefe withdrew his second.
It was moved by Counc. O'Keefe, seconded by Counc. Sparks and passed unan-
imously to ask the legislature to revise Chapter 7.6, Sect!on 313.1 (c)
of the California Penal Code to allow local control of the sale of harmful
material through vending machines.
It was moved by Connc. O'Keefe to ban all vending machines from public
sidewalks. The motion died for lack of a second.
