MINU'tt.i OF THE ADJOURNED REGULAR MEETING ()lP TBI CITY COUNCIL HELD ON APRIL 28, 1980 IN TBI COl'lFDElfCE ROOM, CITY HALL CUPERTINO, CALIFORNIA Mayor O'Keefe called the meeting to order at 7:0S p.m. in the Conference Room of City Ball. ROLL CALL Counc. Present: Gatto, Plungy, Rogers, Sparks, MaYOT O'Keefe Staff Present: City Manager Quinlan City Clerk Cornelius Director of Planning and Development Sisk Director of Finance Snyder Recreation Supervisor Dowling Director of Public Works Viskovich (7:15 p.m.) Director of Parks and Recreation Butler (7:32 p.m.) Resource Allocation Plan 1980-81 - Council requested that staff provide the following information: þ Who paid for protection when Ifoobe Dayan spoks at Flint Center? Are there sufficient summer recreation programs? Does the City or transit system operate the small buses (shopper's shuttle in the Fremont-Newark area? What is the possibility of having a mailbox inatalled outside the library? It was moved by Counc. Sparks and seconded by Counc. Gatto to have a one- year trial period of City-supported bingo games at the Senior Center as a means of raising revenue. The motion was defeated with Councilmembers Gatto, Plungy, Roger~ and O'Keefe disaenting. By consensus, Council referred the concept of bingo belng held at the senior center and sponsored by the City to the staff. Questions included what are the legal ramifications and what kind of parameters would be set. It was moved by Counc. Gatto, seconded by Counc. O'Keefe and passed unan- imously to approve the addition of anticipated expendiures for the Monta Vista Community Center to the leisure budget for one year. It was moved by Counc. Rogers, seconded by Counc. MINUTES OF THE APRIL 28, 1980 CITY COUNCIL MEETING By conaensU8, Council agreed to set the budget schedule at their regular meeting of May S, 1980. It waa moved by Counc. Sparks, seconded by Cowc. Rogers and paased unanimously to approve an expenditure ranging from $3,500 to $IS,ooo to cover Sheriff's services in policing the aclvertiseel national cruiae weekend. RECESS: 9:10 - 9:25 p.m. ROLL CALL Counc. Present: Gatto, Plungy, Rogers, Sparks, Mayor O'Keefe Staff Present: City Manager Quinlan City Clerk Cornelius Director of Public Works Viakovich Director of Planning and Development Sisk Council and Planning Commission will meet in a workshop on May 6 at 6:00 p.m. for clarification of the term "4Ud1ity ileightiorhtiÓd..,· "Living Within Our Limits" - It was moved by Counc. Rogers, aeconded by Counc. O'Keefe and passed unanimously to oppose the concept of any revenue sharing on a local level. By consensus, Council went on record as not in favor of a countywide governmental agency (re "Living Within Our Limits"), felt the objectives of the report were good but implementation should be left to local control and industry should regulate itself. Council felt that Cuper- tino is working on balanced growth through local control. By consensus, Council approved the transportation objectives with the addition of urging completion of Highways 85 and 97 and the expansion of the public transportation system. Council also supports industry promotion of use of car and van pools. It was moved by Counc. Gatto, seconded by Counc. Plungy and passed unanimously to adjourn to Wednesday, April 30, 1980 at 6:30 p.m. for the purpose of discussing two urgency ordinances pertaining to parking prohibition and prohibiting open beverage cans in public and other applicable matters.
