City Manager's Report Request for Authorization to Update Ordinance On Conflict of Interest _ By consensus, the City Attorney was requested to revise and update the Con- flict of Interest Code. (City Clerk's note: City Attorney Kilian arrived at 6:45 p.m.) Fir~works Sales - It was moved by Counc. Sparks, seconded by Counc. Rogers and passed unanimously to authorize the City Attorney to bring to Council an urgency ordinance regulating the sale of fireworks. This ordinance shal be restrictive but in conformance with the Attorney General's interpreta- tion. TIle fireworks sale permits shall be limited to twelve stands. A condition of receiving a permit shall be that each stand shall post a sign stating that the use of fireworks is illegal within City limits. The City Manager was aut,lOrize'¡ to clarify the actual operating cost per capita in the City of Cupertino between 1976 and the present. By consensus, the Director of Planning and Development was requeste<' to initiate a comprehensive change in residential zoning ordinances to allow for the use of solar.
