Cou~cil will accept apµlications for Public Safe<y Commission until
October 8,1980 and will interview candidates at 6:15 p.m., October 14,
1980.
Staff was requested to report back as to whether or not the plaque for
Memorial Park will be ready plior to the City's 25th Birthday Celela'a-
tion.

ORAL COMMUNICATIONS
Mayor Rogers presented proclamationa to John Powell, Keith Hakaaone
and Sheryl Johnson acknowledging their athletic accomplialulenta and
their membership on the 1980 US Olympic Team.
Mayor Rogers recognized our visitor.. from Toyokawa, Cupertino'a Sister
City. These visiting teachers and students wers introduceel by Couøc.
Plungy and presented with a resolution by Myor Rogers. Cowc. Pl;¡ngy
preaented each visitor with a "Distinguiahed Visitor" medallion. end
Mayor Rogers read a letter received from the Mayor of Toyokawa.
Mayor Rogers presented William Tagg, Chief Architect of Vallco Park,
with a resolution declaring September 20-26 as Architecture Week.
23. The Cupertino .\ccess Committee regarding greater accesai~ility
in Cupertino for disabled residents.
Mr. Glen ~eward,' 10431 Cherry Tree Lane, a member of the Cupertino
Access Committee, addressed Council regarding r&moval of handicap
barri~rs around the City.
Mr. Dean Couriß, a volunteer for Community Access Network, addressed
Council regarding bringing the disabled into the mainstream.
AI Chappell, 10139E S. Blaney, addressed Council regarding cars driving
through the vacant land next to the Lake Biltmore Apartment complex.
The City Manager was authorized to contact property owners of the
vacant land to see if they can eliminate cars driving through the dirt.

Review: The Planning Commission recommends the granting of a
Negative Declaration. The subject property is located at the
southwest corner of Portal Avenue and Stevens Creek Boulevard.
Recommended for approval.
Lon Mills, architect of the proposed development, reviewed the drawings
with Council.
John Callahan, 19954 Wheaton Drive, expressed concern regarding Stevens
Creek Boulevard and the changed zoning to higher denRity. He was
particularly concerned with traffic patterns and asked questions
regarding parking, guest parking ~nd "'oviSions for open Sp&ce.
Mr. Callahan subcitted a letter from tue State Resources Agency
stating the requirements of the grantinG of a Negative Declaration.
Mr. Maurice O'Shea, Clay Street, Cupertino. read con'Olusions drawn
from a study done related to aLtendance at two Cupertino schools.

state that h. felt the proposed development was architecturally better

privacy woulel not be intruded upon.
Council directed ASAC to address the size of trees and the privacy of
neighbors in the area.
The Director of Planning and Development will notify interested parties
when this matter is scheduled for ASAC review.

Mr. Alf Kodine, IO~85 Prune Tree, expressed the belief tbat some con-
fusion over this zoning is a reault of this not being done with the
General Plan.
Rosemary Callahan, 19954 Wheaton Drive, expressed her belief that the
traffic is intolerable for residents in her area.
Mr. John Callahan stated that many changes had been made since thr Gen-
eral Plan including Vallco and Houlihan's, and the fact that more traffic
is being directed down Stevens Creek Boulevard, thp new Four-Phase is
being constructed and many rezonings have occurred. Mr. Callahan stated
that his chief concern was the loading of high density in one area.
Upon being asked by Council, City Attorney Kilian stated that Cdpertino
is fOllowing State law in the Environmental Review process.

imously to approve the proposed access easement for Barre Barnes with the
stipulatioll that alleged illegal grgding be rectified in a manner accept-
able to the Public Works Department. If compliance with Council action
does not come about in a timely manner, the City will proceed with
action against said grading.
39. Discussion regarding July 4 fireworks display.
