Mr. Joe Gruber, Cupertiao Library Coma1ssion, addressed Council regardin
the Commission's function.
Barbara Campbell, Santa Clara CøaDty, spoke to Council regarding the
importance of the Cupertino Libr.ary Comaission. She stated that with
even more cu~s in the budget ~tecl, the Library Commission would
play an even more important role.

Richard Arbuckle, Public S~fety Commission, suggested proposed areas of
interest the Commission might investigate. These were the availability
of a 24-hour pharmacy in Cupertino and th~ posting of addr~s8es on
structures, particularly for use by the fire department and the Sheriff'
Department. He also mentioned that the Public Safety Commission was ex-
pecting to review the annexes of the City's emer&cncy plan in the near
future.

It was suggested that a future Cupertino Scene include a "tear-out" aection

The City Manager will aubmit a aeao to Council regarding the aclviaability
of retaining a consultant to study the forming of a Cupertino police
department or public aafety department. This __ will be submtt~d
after the first of the yp~r.
Water Commission
Betty Mann of the Cupertino Water CoDllllssion introduced Curt Harrison,
also a member of the Commission.
Mr. Harrison reviewed the powers and functions of the Water Coma1ssion.
It was moved by Counc. Sparks, seconded by Counc. Plungy and paased
unanimously to form a caa.ittee to determine guidelines of a proposed
Energy Commission. The coaaittee consists of Phil Johnson, John Plungy,
Betty Mann, CurUa Harriøon and R. W. (/uinlan. Barbara Rogers shell
serve as Council alternate.
It was moved by Counc. Sparks, seconded by CoID1C. Gatto and passed
unanimously to approve the disbanding of the Water Commission. An
ordinance to that effect will be submitted to Council.
Architectura: ~d Site Approval Committee
Nancy Binneweg, Architectural and Site A)proval C01llDi~ ttéoi! members,
suggested that the Committee be brought into the process sooner.
Mr. Ray Rooker, also a Committee member, expressed his feeling that the
Committ~.. is needed.
Debbie Nobel, Committee member, stressed that ASAC is a training ground
for future Planning Commissioners.
R. D. Koenitzer, Chai~n of the Planning Commission, expressed his
belief that the division between the Planning Commission and the Archi-
tectural and Site Approval Committee was not clearly defined. He stated
that in recent months delaY3 developers have experie~ced have been
caused by sending of applications back and forth between the Planning
Commission and the City Council.
Mr. Sob Gonzales endorsed the concept of ASAC and felt they contributed
to the community.
Mr. Alf ~~dine suggested that the City Council give a cursory review and
direction the the Planning Commission at th~ oeginning of the application
process.
