to fill the vacancy until Hay 13 and to conduct interviews on Monday, Hay
18 prior to the regular Council meeting.
Request for Waiver of Business License Fee from the Cupertino Senior Co-
ordinating Council for Walk a Golden Hile - It was moved by Counc. Gatto,

questions frOlD Council, as did Mr. Mike Moyer, architect of the project,

Sylvia Seman, Director of Palo Alto Houøing Corporation, reviewed federal-
1y assisted projects for the Council.
Hr. Philip Thompson, manager of housing, informed Council that applicants
do go through an intensive screening prograa before being accepted for
residency.
Stuart Rich, representing Community Housing Developers, reviewed the site
selection process.
The Vice Chairperson of the board for Adult Independence Developaent
Agency reviewed the dwellings as fitting the needs of the handicapped.
Hr. George Miller, a real estate appraiser, informed Council regarding
property values around assisted developments He stated that such de-
velopments had no impact on si~gle-f8IDily residences close by.
Hr. Alf Kodine, 10385 Prune Tree Lane, spoke against assisted housing.
Bob Childs, 10152 Barbara Lane, also spoke in opposition the the project.
Msry Ann Wood from the Adult Independence Development Center stated her
opinion that this vas s good rroject, as did lone Larson, a resident of
San Jose vho is a TV producer.
Hr. Charles Riley, psychologist, Santa Clara County, spoke in favor of
the proposed development as did Dorothy Cunningham from the League of
Women Voters.
Others speaking in favor of the proposed development were Hr. John Johnso
Canyon Vista Drive; Hr. Fred St. Claire, 20100 Rodrigues; Jo Celio, 1047
Colony Hills Lane; Bob Heyers, 21324 Dexter Drive; Hr. Peter Giles, rep-
resentative or Santa Clara Manufacturing Corporation; Gloria Castor,
10440 Sc"nic Boulevard; Carol Hc:>owell, 10422 Noel A"enue; Betty Mann,
22968 Cricket Hill Road; and Sharon Rintala, 10122 Adelheid Court. In
addition, Hs. Mann felt that perhaps the density should be even higher,
and Hr. Heyers suggested perhaps more handicapped parking facilities.
Others speaking in opposition to the project were Marilyn Lewis, 10160

Ms. Lsab, 10423 Mary, urged that the handicapped not be discrilliDated
against, as Lnyone could become handicapped.
Mr. Kent Vincent, 20863 Sols Street, inquired as to management policies
and requested inforaation regarding any priorities regarding tenancy.
Mr John Bubbard, board of directors of Colllllunity Housing Developers,
expressed his opinion that it was extremely important that this project
be a good project.

APPLICATION 3-U-8l - FINDINGS AND SUBCONCLUSIONS
1. All uses are in conformance with the General Plan and not detrimental
to existing uses or uses specifically permitted in the zone in which
the proposed uses be located.
SUBCONCLUSION: With respect to this specific application, the
development is not only ~onsistent with the density range specified
in the General Plan for the area out is also in conformance with the
social and housing goals specified in the General Plan with respect
to low and moderate income housing.
2. The property involved is adequate in size and shape to accommodate
the proposed use.

SUBCO!lCLUSION: Not only does the General Plan give a range of den-
sities which is coosiøtent with the project'ø density (20 units per
acre), but the configuration of the projact itself including building
and parking structures together with the fact that a number of the
units will be used by hsndicapped per800s vhich will r.educe the in-
teD8ity of use due to the fact that not as much traffic or aut~bile
use vUl be made by the handicapped persona, l'!8ke the size and øhar'~
of the develo~nt rea80nsbley accommodatable to the øize of the
property. In addition, the Housing Element of the General Plan allOVll
a density bonus of 20% when social goals are met.
3. The proposed use will not generate a level of traffic over and be)'ond
the capacity of the existing street system.
SUBCONCLUSICN: The project is served by major srter1als within the
City. The nature of the developaent vhich highlights handic~p usage
of a number of units viii decrease the amount of traffic otherwise
attributable to s project of this size. At any rate, the number of
units does not in any event overburden the street system.
4. The proposed use is otherwise not detrisental to the h~alth, safety,
peace, morals and general velfsre oÌ parsons residing or vorking in
the neighborhood of such proposed use nor injurious to property and
the improvements in the neighborhood.
SUBCONCLUSION: The property is surrounded by c01llDercial and church
uses. The project for low and moderate income housing with units for
handicapped persons viiI not adversely impact the neighborhood. nor
viii it be detrimental to any of the legitimate concerns of the
neighborhood, church and school usage.
ADDITIONAL SUBOONCLUSION: The development itself provides affirmative
relief for low and moderate income housing persons and is an asset
to the City in that the City's social and housing goals have been
addressed.
