Mayor Spsrks called the meeting to order in the Conference Room at
7:00 p.m.
Counc. Present: Gatto, Johnson, Plungy. Rogers, Mayor Sparks
Staff Present: City Manager Quinlan
Deputy City Clerk Campagna-Blaise
Mayor Sparks welcomed sll the applicants and council agreed to inte~
them alphabetically. Applicant Craig Clark had withdrawn his name,
John Kondo vas not presf'nt, Nanci Magoun was not present, David Hyers
was not present, John Sorensen vas not present, John Torok yas not
present.
Counc. Plungy lIOVed, seconded by Counc. Gatto and passed unanimously to
accept the seven applicants vith the highest vote. By generalconsensuø
Council agreed to choose te.~ applicants on the first bsl1ot.
Counc. Rogers -.wed, suónded by COUDC. Gatto and passed unanimously
to draw names for the fourth person to serve a two year term.
The following applicants were appointed to the newly formed Energy
CoDDission.

City Clerk'. note: City Clerk Cornelius (8:50), Assistant to the City
Hanager Brown (9:10), Director of Finance Snyder (9:25), Director of
Parks and Recreation D~Jling (9:45), Direct~r of Planning and Develop-
ment Sisk (9:50), Director of Public Work5 (9:50) joined Council for
the Budget Summary review.
Director of Finance Snyder went over the Preliminary Budget Summary
vith Council and answered questions that Council had. The Department
Heads were asked to review their budgets with Council. This study
session was to develop policy quidelines for progra~ activities. The
next session is set for Hay l8, 1981 to repc~t any changes and/or
priorittes established at this session.
