Police snd Fire Study - It wss moved by Counc. Rogers, seconded by Counc. Gatto and passed unanimously to ap?ropriate $40,000 from thp general fund for a police and fire study. Legislative Review Committee Council, with Mayor Sparks dissenting, opposed AB 2003 which would auto- matically seat San Jose as one of the two city representatives on Santa Clara County's LAFGO. It was moved by Counc. Johnson, seconded by Counc. Plungy and passed unao imously to direct staff to get a copy of AB 2004 which also pertains to LAFCO. It was moved by Counc. Rogers, seconded by Counc. Plungy and passed with Counc. Sparks dissenting that the Mayor send a letter to the cities in Santa Clara County except San Jose stating opposition to All 2003 and encourage their cooperation in defeating this bill. She expressed the feeling that sOlie commissioners have bias against the Manta Vista area. She asked if a commissioner shoved prejúdice, could that person be asked to abstain. The City Attorney ststed that if it could be pTuven that prejudice was demonstrsted in quasi judicial hearings, a commissioner should disqualify him or herself. Hr.
