Recycling Update - It was moved by Counc. Gatto, seconded by Counc.
Johnson and passed unanimously to authorize the City Mana&2r to pursue
a pilot recycling prograID with either Los Altos Gsrbage Co. or Tasco Re-
cycling, whichever is appropriate.
Police snd Fire Study - It wss moved by Counc. Rogers, seconded by Counc.
Gatto and passed unanimously to ap?ropriate $40,000 from thp general fund
for a police and fire study.

Director of Planning and Development Sisk presented an update on the stat s
of the Northwest Hillside Plan of Saratoga. Hillside Plan
Mayor Sparks requested that staff investigate any repercussions that migh Part-time P&R
occur should part-time s~er Parks and Recreation employees work more employees
th"n 1000 hours.
Legislative Review Committee
Council, with Mayor Sparks dissenting, opposed AB 2003 which would auto-
matically seat San Jose as one of the two city representatives on Santa
Clara County's LAFGO.
It was moved by Counc. Johnson, seconded by Counc. Plungy and passed unao
imously to direct staff to get a copy of AB 2004 which also pertains
to LAFCO.
It was moved by Counc. Rogers, seconded by Counc. Plungy and passed with
Counc. Sparks dissenting that the Mayor send a letter to the cities in
Santa Clara County except San Jose stating opposition to All 2003 and
encourage their cooperation in defeating this bill.

It was moved by Counc. Plungy, seconded by Counc. Johnson and passed
unanimously to support SB 573 pertaining to paratransit snd oppose
SB 102 regarding budget cuts for local government. Council also
opposed SB 1176 pertaining to prejudSIDent of interest of 10%, Council
took no position on AS 31, Political Reform Act audits. Council ex-
pressed support for the jointly sponsored finanLe bill of Vasconcellos
and Imbrecht if it adversely affects Cupertino the least of all
alternatives.
At 7:25 the meeting adjourned and reconvened in Council Chamber.

22. Ann Anger, 10185 Empire, inqc~red as ~o vhether or not the City
commissioners knew that Monta Vista is vithin the City liDits of
Cupertino. She expressed the feeling that sOlie commissioners
have bias against the Manta Vista area. She asked if a commissioner
shoved prejúdice, could that person be asked to abstain. The
City Attorney ststed that if it could be pTuven that prejudice
was demonstrsted in quasi judicial hearings, a commissioner
should disqualify him or herself.
Hr. Nick Szabo, 10235 Creston Drive, address~d Council regarding th~
Creston annexation. He stated that some false statements were made
in the Notice of Intention to Circulate an Inittative Peticion.
Council authorized staff to do an analysis of the notice and send a
letter c~rrectins sny errors and clarif~ing Council position to Los
Altos and those who had signed the notice. Mayor Sparks viiI attend
the Los Altos Council meeting and the June 3 LAFCO meeting to review
the facts.
