City Clerk's Report
It was moved by Counc. Plungy. seconded by Counc. Johnson and passed unan
imously to vaive the business license fee for the Chamber of Commerce Win
festival on August I and 2, 1981. Council approved parking on Rodrigues
Avenue for the event and the covering of the bike lane signs.

D~cector of Public Works Viskovich informed Council of proposed parking
fees for students at Foothill College and De Anza College. It was moved
by Cnunc. Plungy, seconded by Counc. Rogers and passed unanimously to
authorize the mayor to write to tbe Board of Foothill Commurity College

garding the traffic at the corner of Alves and Bandley. Ms. Dressler
expressed the opinion that this is a very hazardous intersection. Counci
referred the petition to the Public Works Director snd Traffic Engineer
and requested that this be agendized for the lIeeting of August 17, 1981.

reviewed his submitted proposal for the Council.

General Plan and approve that the consultant retained by the subcommittee
of the Citizens Goals Committee reviev the staff's data in both phases

30. Develop~ent of Monta Vista Community Center/Park.
Director of Parks and Recteation Dowling presented an overview of the sit
and the staff proposal to Council.
Mr. Michael Pisano, Chairman of the Parks and Recreation Ccm-.ission, re-
viewed the C.ommission proþosal with Co~ncil.
City Manager Quinlan read the ballot issue frow the November 1979 elec-
tion snd the supporting argument to Council.
Carolyn Claudy, 10377 Amistad Court, read two statements of Hr. Claudy
in opposition to the Parks and Recreation Commi~sion plan based on its
conflict with the General Tlan.
Mr. Alf Hodine, 10385 Prune Tree Lane, stated that vhen a project is i~
the neighborhood of a r.ouncilmember or Commissioner the 0 inion seems to
be that it is not good for the community if that person is against t~e
project, bu~ s/he cbuld_support low cost houRing elsevhere ia the com-

Mr. Bill Bartsch, 10582 Esquire Place, expressed the need for more than
one field for games. He suggested the use of a portable backstop for
bobbysox. He stated that there have not been parking probleu at that
particular park.
Roger Costa, 10407 Amistad Court, stated that the probl.. seeu to
b<! that there is a limited place with three competing uses. r.e subllitted
s petition expresaing the concerns and recC'1IIIIIeudations of the signa tors.
Mr. Herrmsnn Glocke, 10395 Helissa Court, expressed s~port for a
neighborhood park site. He also expressed the feeling that aore public
notice wss needed and questioned the methods by which the Cil' received
the original land which was traded for the school site. He felt that
the city vas taking _ay neighborhood land for cOlllll1m1ty use. He sug-
gested that only the multi-purpose building be retained, that tennis
courts be installed, as well as a par course. He felt that the resr of
the area shoul be green fie'ds,
Hr. Frank R1tt1aaD, 10405 Hel1ssa Court, requested a total neighborhood
park with no buildings or outside activities.
Hr. Ronald Griffin, 7453 Bollinger Bosd, (AYSO) stated that the soccer
plsyers are facing the closing of school field sites, yet the nuaber
of children participating in the activity remains steady. AYSO has
used that site for approximately seven years.
Mr. Mike Peak, lL386 Aadscad Court, spoke in support of the Claudy's
statement and of the site being a neighborhood park.
Elizsbeth Gower, 21887 Wilson Court, requested tennis courts be in-
stalled at the site.
Robert Pine, 10160 Lockwood Drive. felt that the buildings ahould
be used. He questioned the lack of professional pros and cons of the
proposals.
Robert Bruc~stein, 10378 Krista Court. spoke in favor of the site being
used as a neighborhood park for those within walking distance. He also
expressed support for tennis courts.
Lea Gwen. 22864 V~ss Avenue. expressed support for the Claudy's position
and supported the concept of a neighborhC'od park as well as tennis
courts.
It was moved by Counc. Gatto, seconded by Counc. Rogers and passed
unanimously to suthorize the staf. tL prepare plans of the Honta Vista
Community Center/Park eliminating building B, retaining buildings A
and C {building C may be removed at a later date), turf areas with portable
backstops, two tennis courts, a par C0~TQe, minimum parking to serve
Cocmunity Center activities, access off Voss Avenue and close to Voss,
and integrating the neighborhnod character of the park.

type fee for Intergovernmental Council. By consensus, Council approved
a membership fee of $3,000 for Ice if other cities slso contribute.
