Mr. Daniel Arthur representing the Tournament of Bands asked for a vaive Waiver of
of banner insullation fees. It was moved by Counc. Plungy, seconded by fees for
Counc. Gatto and pM.Sed unanilBously by those present to waive the banner Tournament of
fees vitb tbe understanding that the Fire Department maintain the banner Bands banner
3. Consideration of selection of consultant for the purpose of a study
of police and fire services.
Counc. Plungy reported on the committee's study for hiring a consultant
for the police and fire study. It vas .oved by Counc. Gatto, seconded
by Counc.. Plungy and passed unanimously by those present to hire the
firm of Rughes, Beiss and Associates to conduct a police and fire study
to be completed in four months and the cost not to exceed $34,000.
$30,000 for the bssic study, $2,000 for technical expertise in police
and fire, and an additional $2,000 for a possible survey for a total
of $34.000.
1. Consideration of an amendment to the Housing Element of the City of
Cupertino General Plan. Recommended for approval. (Public Hearing)
(a) Resolution No. 5274: "A Resolution of the City Council of the
City of Cupertino Amending the Housing Element of the Comprehen
sive General Plan".
It vas moved by Counc. Gatto. seconded by Councl Plungy and passed unan-
imously by those present to close the public hearing.

It was IIOved by Counc. Gatto, seconded by Counc. Plungy and p....d
unanimously by those present to sdopt Resolution No. 5724 _dia,
the Bousing Rl_t of the General Plan.
2. Discussion regarding possible formation of a redevelopaent agancy.
City Manager Quinlan addressed CoW1cil regarding the formation of a
redeve10paent agency.
Mr. Mi"hael Whipple, Vice President of Miller & Schroeder Municipals, Inc.,
presented a SUlDlD8ry of the agency including Council's role, taxes,
eminent cIoIIain, City Attorney's role and vorking with the County Board
of Supervisors concerning properties.
It was lIIOVed !'y Counc. Gatto, seconded by Couac. Plungy and passed
unanimously by those present to ask staff to work with the Planning
Commission and see what can be achieved by creating an agency and
to review it with the General Plan.
Planning eo.atssioners Ad_, B1nneweg and Blaine assured Council
they vonld comply with Council's IIIDtion.
4. Non-Agenda Business
City Attorney Kilian repo~ted on redistricting. Be suggested that a
letter go to Senator O'Keefe asking for the Attorney General's opinion.
It vas IIOved by Counc. Rogers, seconded by Counc. Plungy and passed
unanimously by those present that the City Attorney draft a letter to
be signed by the Mayor, asking Senator O'Keefe to request the Attorney
General's opinion on possible alternatives.
