Mayor Pro Tea Gatto called the meeting to order at 7:04 p.m. in the
Conference Room of City Hall.
ROLL CALL
Counc. Present: Gatto. Johnson, Plungy, Rogers, Mayor Sparks (7:10
p.m.)

1. Guidelines and policies for the fiscal year 1982-83 budget.
2. Review of the J'ive Year Capital Improvement Program.
City Manager Quinlan reviewed the summary of fund balances with Council
Director of FiDdnce Snyder presented Council with a projection of rev-
enues. Be stated that none of the Gas Tax figures in the document in-
clude any funds from SB 215.
Discussion followed regarding the maintenance of present level of ser-
vice and whether Council wished to reduce any services or raise the
level of any services.
Director of Public Works Viskovich stated that since the General Plan
is not yet complete, the Five Year Capitol Improvement Program is also
not yet complete, particularly a3 it pertains to open space and traffic
improvements.
Mr. Ken Kramer, representative of the West Cupertino Homeowners Assoc-
iation, addressed Council regarding possible purchase of school sites,
particularly the Hoover School site. He stated that as much of the
open space acreage in the City consists of school sites, with ~he
advent of school closures the City may wish to readjust the p, ..1neÙ
open space of the City.
City Manager Quinlan suggested that Council look at the plan again
and perhaps pick key si~es for active sports. Thes, areas would be
approximately 5-6 acres.

It vas moved by Counc. Gatto, seconded by Counc. Rogers and passed
unani~~ly to authorize staff to investigate a financing plan
with tbe school district regarding the possible acquisition of
school sites. It vas recommended that staff look at sites larger
til..n "passive parks" and that the General Plan be reviewed to avaluate
the open space/park r1an.
Council requested that staff do a brief plan study in regard to Linda
Vista Park focusing on a road for access and any areas suitable for
building.
Director of Public Works Viskovich stated that staff was having
certain problems regal~1ng the traffic interconnect in the signal
at Stevens Creek Boulevard and De Anza Boulevard. Council asked
for a report on this matter.
RECESS: 8:50-8:57 p.m.
Discussion followed r__garding State Highway 85.
It was moved by Counc. Gatto, seconded by Counc. Rogers and passed
with Counc. Plungy dissenting to increase funding for human service
organizations to $9,000 for the 1982-l983 fiscal year. Council
requested that wherever possible user fees be identified. It was
also requested that when preparing the J'ive Year Projection, number
of personnel be incJ_uded in each program. '::ouncil was informed
that the City Attorney has been requested to clarify State law
in regard to "pclitical" use of public buildings.
It was moved by Counc. Ga:to, seconded by Counc. Rogers and passed
unanimvusly to transfer $200,000 from the Generai Fund to tbe
Revenue Sharing Fund.
By consensus, Council agreed to retain the same general service
level for next fiscal year.
At 10:10 p.m., the meetin~ was adjourned to the regular meeting
of Tuesday, Karch 9, 1982.
