Mayor Gatto then turned the .eeting over to Chairperson Claudy of the
Planning C~ssion.
It was moved by Com. Ad~s, seconded by Com. Blaine and passed with
Gom. KO'-'nitzer absent to cmlsider approval of the minutes at t.he end
of the meeting.
l. Application I-GPA-80 of City, of Cupertino: General Plan Amendment
to consider a comprehensive amendment of ehe City of ' Cupertino
General Plan and a specific plan for the Stevens Creek Boulevard
Planning area. ëhe General Plan Amendment will concentrate on land
use, traffic circulation. housing and econ~ic issues which affect
rhe entire cOllllllunity. The Steven3 Creek Boulevard Specific Plan
will concentrate on the devel~~ment ~f a more detailed land use,
circulation and urban design plan for properties which abut the
reach of Stevens Creek Boulevard between Stelling Road on the west
and Stern Avenue on the east.

Cupertino Planning Commission to the Cupertino City Council" and stated
that on page 2, Itea No. 5.a. should not state that devel~t intensity
could be increased if addit'onal dwelling units are constructed within
the communtiy. Any additional dwelling units should be constructed
in the same area and at approximately the same time.
The Commission addressed questions fr~ ~ouncil.
Mayor Gatto asked the rationale for the recommendations fr~ the Com-
mission. He was informed that the c~ity character and jobs/housing
balance were addressed and bas1cal1,. their recommendations derived from
their desire to maintaiDa suburban c.-ity aIId to set. øoal of .1.3
to 1 ratio for jobs/housing.
Other questions followed concerning projected costs and methods for
getting revenues for h,plementing mitigating measures for any increased
traffic.

Other questions included police and fire costs for higher rise develop-
me"t, sales taxes generated from Cupertino companies and funding for
parks. The question of percentage of growth per ~ear to remain economically
viable had not been addressed.
The Commission did recommend that building height be controlled. It
cou:d be done by specifically listing certain areaawhere higher buildings
could be allowed. Discusa1eD followed regarding the definition o~ types
of streets, 1. <;!., arterials, major and minor collectors.
Council asked how the priorities pertaining to parks were establ L. ,led.
The Commission informed Cotincll that the recommendations of the Parks
and Recreation Comœission were strongly considered.
At 9:35 p.m., Council adjourned to a closed session
Council reconvened at 10:00 p.m. and the City Attorney announced that
the City Council had received advice from counsel regarding the Brown
Act and conflict of interest.
