Rogers suggested that Cupertino have a City song. Input regarding this will be requested in the next issue of the Cupertino Scene. Mayor Gatto presented gifts to each member of the delegation as well as resolutions of appreciation to host families. lhe City of Cupertino was presented with gifts from Toyokava. PUBLIC HEARINGS l2. Application l-GPA-80 of City of Cupertino: General Plan Amend- ment to consider a comprehensive amendment to the City of Cuper- tino General Plan for the Stevens Creek Boulevard Planning Area. The General Plan Amendment will concentrate on land use, traffic circulation, housing and economic issues which affect the entire commu~ity. The Stevens Creek Boulevard Specific Plan will concentrate on the development of a more detailed land use, circulation and urban design plan for properties which abut the reach of Stevens Creek Boulevard between Stelling Road on the west and Stern Avenue on the eastw Assistant Planning Director Cowan reviewed summary sheets for the Council. · · · .. -"'..'....,.-.... Re stated that there vaa a feeling that Questor Associatea, consultants, had overestillated revenuea. The consultant has been requested to review these figures and II8Ite any necessary changes. They will be presented to Council at a later date. Council requested a defir.ition of "intergovernmental" and "other" revenues. Hr. Cowan pointed out a typographicai error in the land use summary. Under the column headed "New Growth by Land Use Type," the number for Decreased Plan should read "1,000,000 Indust." Director of Public Works Viskovich reviewed the Road Cost Revenue Summary with the Coun~il. Hr. Cowan reviewed the Park Cost and Jobs/Housing ratio. charts. Hr. Viskovich reviewed the definition of terms on the circulation system with Council. By consensus, Council directed staff to show Highway 85 ad part of the circulation system. At this time, Councilfelt that Bollinger should not be ext~nded (Coun- cilmembers Johnson and Sparks dissenting). Mayor Gatto announced that the Council wós not making final decisions at this time. Before such decisions are made, public testimony will be heard. Discussion followed regarding the effect of De Anza College on the traffic circulation patterns and any mitigating measures that could be taken. Council requested detailed information regarding any such measures for the next meeting. Other items discussed were Bollinger-De Anza intersection improvements, ways of removing commute traffic from Blaney Avenue and designations of various streets in Cupertino. Council discussed possible capital improvements which included the following: A fund fo~ the library in case special district augmentation funds were no longer available. This would ~e operating costs only. Upon reconvening, Mayor Gatto stated that the meeting would continue until midnight at which tt.e Council would adjourn to 7:00 p.m., Tuesday, October 26, 1982. Assistant Planning Director Cowan reviewed the s_ry of Planning eo..ission recoaDendations to Council. Discussion followed regarding the effect different types of development would have on the City traffic patterns. Mayor Gatto reviewed the background of the current General Plan for those present and requested a general statement from the Councilmembers regarding the "feel" for c~nitycharacter and other aspects of the City. Counc. Rogers stated that Cupertino is not like San Francisco, but is or rural at this point. She felt it was semi-urban which seemed appropriate. She wished to have the City continue with the same level of service and not reduced. She stated she was basically in accord with the Planning Commission recommendations and would like Cupertino to remain a balanced Community. Counc. Johnson stated that he was also comfortable with the Planning Commission recommendati~ns overall. He did have some concern regarding office vacancy. He felt it might not bc a problem in Vallco and Town Center, however. Counc. Plungy also felt the Planning Commission recommendations were all right. He felt that the anchors of the community were Town Center and Vallco and that quality building should help keep the vacancy rate down. Counc. Sparks stated that he would like Vallco to come up with a specific plan for review. He would like the Town Center developers to do this also. He would like to see more emphasis on performance standards and less emphasis on square footage. He expressed concern regarding the availability of funds for such improvements as parks. Mayor Gatto stated that if a city does not grow it dies. The questions are how much and where. He felt that the commute traffic was the number one Vroblem facing the City at this time. He felt it was a mistake to assign specific numbers and force certain types of development. He also felt that performance standards in some places may be more appropriate than height of buildings and intensity. Discussion followed regarding such limitations as FAR or height with the question being how can one receive a g~arantee of getti~g a sood design. Mayor Gatto 8DJlOUIlced that at the _eting of Octobe-c 26, 1982 the Council would start with public testtDony. Hr. 5811 Young of Davú, Young and Mendelson, A1811eda, addressed the Council regarding condOlÚniua conversion. He requested a change of wording in the General Plan which presently requirea a 5% vacancy rate for a conversion consideration. He requesced wording to the effect that if the City deteraines that a particular condominiuø conversion has benefit for the coaaunity as a whole as well as the tenants in the Cupertino market area, and the benefits substantially outweigh the potential negative impacts of such conversion, the project may be approved at the discretion of the City regardless of the vacancy rate or owner/renter ratid. It was moved by Counc. Plun81, second~d by Co~nc. Rogers ~nd passed unanimously to close the condoainium conveLsfon p,r.ion of this public hearing. It was moved by Coun. Sparks, seconded by Counc. Johnson and passed unanimously to consider condoadnium conversion as part of the General Plan public hearing process at the City Council level. At the meeting of Wednesday, October 27, the Council will conduct the public hearing regarding the housing element of the General Plan which will include condominium conversion and the below market rate program.
