Life Skills Training&Educational Programs 1 June 15, 2017 Cupertino City Council Members 10300 Torre Avenue Cupertino, CA 95014 Dear Cupertino City Council Members, I am writing in support of more affordable housing in Cupertino, especially for the senior populations. Life Skills Training and Educational Programs, Inc. ("LifeSTEPS") is the largest provider of social services to residents of affordable housing in California. Formed in 1996, LifeSTEPS is a statewide organization serving over 80,000 residents living in more than 30,340 units of affordable and supportive housing. We serve a broad array of residents, including seniors, adults, and children, as well as SRO and special needs populations such as the formerly homeless,severely mentally ill, and physically challenged. With ever increasing housing prices in Cupertino and throughout Santa Clara County, senior's incomes are oftentimes limited. Seniors are becoming one of the most vulnerable populations in this escalating housing market. The Cupertino Affordable Senior Project development is one small step in the right direction allowing our seniors to remain safely and permanently housed in their community. This proposed development will consist of a 3-story building with 18 studio units and one 2br manager's unit. On-site amenities include laundry room, elevator, office for property management and service staff, a community gathering space and a set of outdoor community patios. The development will serve seniors who are 62 years and older, able to live independently and whose incomes are between 30%and 50%of the area medium income (AMI). Although it is a smaller development, this project offers the opportunity for Cupertino to do its part in addressing the housing shortage for seniors in need of permanent housing that affords them the dignity of thriving in place. The League supports programs and policies to provide equal access to housing without discrimination and adequate housing for low and moderate income families. Cupertino needs affordable housing especially for seniors. While small this project will begin to chip away at that growing need. The project is for 19 small units and will be developed for low income seniors who need inexpensive housing in the worst way. I don't need to remind you of the need in the Silicon Valley for affordable housing. This is particularly true for low income seniors who have been severely impacted by the lack of housing. The development planned for Cupertino is a modest development. It would not impact the cities traffic or crowding to any significant effect. The question is can the City Council in the City of Cupertino do the right thing by approving this addition to the housing available in Cupertino. I hope this will be the case. While this housing is a drop in the bucket compared to the need in Santa Clara County, it is an important step forward in addressing the dire housing shortage. While I am a resident of San Jose and not Cupertino, I have worked with Charities Housing Development Corporation for many years while I was at Catholic Charities. Their developments are of the highest quality and carefully designed to integrate into the neighborhood and community. They would be a valuable partner with the City of Cupertino.
