BUDGET REVIEW AND USE OF REVEIIUE SHARING FUNDS
Director of Finance Snyder reviewed anticipated revenues with Council.
Ccuncll requested that under Anticipated Revenues, the Construction Tax
be inflated to show the new rate as per Council Ordinance. This would
be an increase of approximately $100,000.
At the request of the City Manager, the Council, by consensus, directed
that $200,000 be added to the Capital Improvement Program (Streets)
from the General Fund. This amount will not be designated for any par-
ticular projects at this time.
The City Manager pointed out that $2,200 should be added to the Planning
Department's budget for purchase of a copier.
Charles Newman, Chamber of Commerce, inquired about the Highway 85
reserve fund of $4,000,000. He was informed ~hat this was part of an es-
tablished reserve.
Council d~rected staff to add a page at the end of the budget listing es-
tablished reserves.
By consensus. the City Clerk was directed to send a copy of the Annual
Financial Report to the Cupertino Chamber of Commerce and to add the
Chambpr to distribution lists for all budg~t documents.
Co~ncil directed that summary sheets be available for citizens.
Mark Kroll, Prometheus D~velopment, stated that with the fiscal year run-
ning from July 1 to June 30, there may not be a large increase of con-
struction tax revenues.

Joseph Tembrock of Cupertino Community SeIvices stated thst his organiaa-
tion would he a?plying for funds frOlll the City once agsin. He requeated
an increase in iunds budgeted for human services, as the need is graving.
By consensus, Council increased the amount budgeted for hUIIIAn services
(page 14) to $15,000.
Library fundin Barbara Campbell, County Librarisn, informed Council that $30,000
from the City would be adequate for their needs in the cOIling fiscal
year. Therefore, by consensus, the amount for Library Funding (page 15)
was reduced to $30,000.

Departmental Expenses and Professional Services.
Council requested a more detailed activity description of the \983-84
Work Plan for the Public Television Access Committee.
It was requested that on page 54, wages for clerical support be shown
as a separate item from Council salaries.
The City Manager informed Council of th~ fcllowing correctione:
Page 96, Work Plan, omit Facility Improvements.
Page 98, delete Material and Supplies and Facility Improvements other
than reference t" slurry seal. Amend 1982-83 experience to say "easterly
mound."
Page 104, eliminate, "Replace existing watercloset units with handicap
type."
Discussion followed regarding Linda Vista Park. After decision regarding
Hoover and Jollyman sehool sites, staff will bring a study of parks to
the City Council to be reviewed, particularly Somerset Park and Linda
Vista Park.
Council requested that the Director of Planntng and Development submit
a report regarding the length of time to process a building permit appliea-
tion. They stated a goal of 2-3 weeks maximum on small jobs with up to four weeks

I~ouncil requested a master plan of the civic center and asked if landscaping
were planned for the City Hall parking lot.
By consensus, Council requested a report regarding emergency shelters and
supplies to be submitted to them at the next meeting.
