PUBLIC HEARINGS
1. Wests ide Traffic Task Force findings - Proposal for the
Control of C~ute:: Traffic on Wests ide Residential
Streets.
Ray Shannon, 1157 Yorkshire Drive, gave an overvi.w of ~he
tðak force's reco..endations to Council. He presented
t.ransparencies stating the proble.s, desired cell routes,
desired co.-ute routes and present co.aute router. He
presented certain recommendations to Council referred to as
Level I. He stated that a goal is that once traffic is off
Highway 85 and on Stevens Creek Boulevard that they
continue from De Anza to Prospect without stopping. He
stated that i.pl....ntation of Level I would improve the
arterial flow; i.plementatlon of Level II would i..prov.
safety and conv.n.nienc. for rp.~idents on major routes. It
would also serve to discourage commuters.
aill Lewis, 7573 Bollinger Road, also prese~tp' some
recommendations on r,evel I.

Chuck Catania, 7731 Squirehill Court, pr.sented the
recommendation known as Level II. He made a correction to
Item No.3 stating that rather than -Bubb- it should read
"Rainbow."
Mr. Shannon stated that perhaps a stop sign should also be
placed at the intersectio~ of Terrace and Terra Bella.

Dave Klinger, 7538 Waterford Drive, also pre.ented
recommendations at Level II that pertain to the Hoover
cell. He stated that resident. would accept sOllIe
inconvenience if it would cut down on commuter traffic
impact on thtt local areas. He .tated that in effect it is
necessary to build a wall around the Hoover area.
Ray Shannon presented the Level III recOlDlD8ndations to
Council. He stated that a goal is to get commute traffic
to less than 10' during commute hours.
Director of Public Works Viskovich reviewed staff report
with Council and reviewed staff re,ommendations that are in
agreement with the task force.
The following are responses from Hr. Shannon to the staff
reports:
Level I, Item 1, shoul~ be implemented sooner.
Level I, Item 8, perhaps buses should be r- routed.
Level II, Item 2, elimination of right turns onto Rainbow
would be acceptable.

Nancy Burnett, 729 Stendahl Lane, asked what impact
implementation of the recommendations would have on her
neighborhood and how residents in her area would get to De
Anza College. She stated that Bellinger has been the
customary route. She was informed trat the De
Anza/Bollinger improvements wou1d help turning movp-ment.
Forrest Kirchner, 11360 South Stelling R~ad, agreed with
the Tas~ Force recommendations and commended the group. He
stated, however, that the truck problem on Stelling lIad not
been addressed. He suggested that signs be fosted showing
a truck with a red line through it and that the City do
away with the "No lru~ks over 3/4 tons" signs where they
are presently located as they are too far into the ar~a to
be effective. He suggested that the signs be posted before
Prospect and that a stiff fine be imposed for a first
offense.
Dlrector of Public Works Viskovich stated that Stelling and
Bubb are not trucks routes and staff will eva]uate the
area.

Mr. Kirchner asked for a definition of a commuter. He
Istated that the light at Rainbow is not the answer. The
traffic flows at a high rate of speed, and there is a higt.
nOlse level. He felt that the Sheriff's Department was
spreaõ too thin and cannot enforce traffic if other things
occur. He stated that there are only six deputies in the

area to patrol. He suggested a flashing red or amber in
all directions between 7:00 p.m. and 6:30 a.m. to slow down
the traffic.
Gordon rrolich, 1202 Belknap Court, stated that rather than
a stop on Rainbow t~d Weymouth it be placed on Rainbow and
Yorkshire. This would eliminate cars stopping on tbe
railroad tracks. He agreed with the idea of no right turn
on red light at Rainbow and Stelling. He stated that in
regard to bus stops, Stelling southbound bus does block
traffic when it stops for passengers. lie further stated
that he does not philos01hically agree with barriers but i.
adjusting to them.
Don Rosenbaum, 7633 Prospect Road (corner of Stelling),
stated to Council that he was representing his family and
immediate neighbors. He said that the corner of Prospect
and Stellibg is a very dangerous cornpr with a right angle
turn. He read a list of recent accidents at that corner.
He urged Council to implement the list of Task Force
recommendation including Level III immediately. He
submitted a copy of his report showing ilccide'1ts at
Stelling and Prospect to Council.
Shclley Williams of S&ratoga, chairman of a group fighting
for Highway 85 completion, congratulated the City Council
and the Planning Commission for standing firm regarding
completion of all of 85. He also congrantulated the Task
Force COISittee and their work. He submitted bumper
stickers to Council stating "Build 85 in 85" and a letter
from the West Valley Hultimodal Task Force.
John Marshall, 11101 South Stelling, requested that Council
block Stelling where Route 85 goes thr~ugh.

Mike Chan, 21456 Arrowhead Lane, statea that he feels the
public wan~¡ Prospect/Stelling blocked. He spoke i~ favor
of Level III, Item I, which he felt would eliminate the
nec~ssity to place ~igns here and there.
~aureen Leonard, 7609 Prospect Road, stated that she had
taken 12 minutes just to back out of her driveway that
morning. She has talked to Off'cer K~ight of the She~iff's
Department who says he will make sure that deputies are
there In the morning. Sh~ stated that Prospect is not
built for this kind of traffic.
Laurie Trumbauer, 8035 Rainbow, requested that more roads
be closed in commute areas.

BAC1tGROUND
You hav~ been presented with a traffic report prepared by the Vestside Traffic
Task Force. The recommendation, that you find in the report were topics of dis-
cussions during the general planoearin8sand follow a major desire to transfer
commute trips frea the Vest Cupertino area to De Anza Boulevard. Thia will be
accomplished by creating disincentives by way of impediments on Stelling and by ~
proving the traffic flow on De ADza so that commuters will be attract~d to said
roadway. Staff has worked with the task force in this effort.
SUMKARY
It is the staff's opinion that both Level I and Level II would have to be
implemented simultaneously in order to achieve the goal of transferring commute
traffic frea the Vest Cupertino cell to De ADza Boulevard. The iĆplementation
shoul~ occur after the traffic signal .odification at Bollinger and De ADza is
completed (scheduled for October 17), since that is the most critical of all i.-
provement~ that can be made at this time to De Anza Boulevard other than the inter-
connect system.
Preliminary reports on the traffic signal interconnect indicate that the streets
interconnected - Stevens Creek, De Anza, and Wolfe Road - have ar.hieved a reduc-
tion in delay of 34% and travel time reduction of 14.81. Furthermore, De Anza
Boulevard in the p.m. peak has achieved 42% reduction in delay and a 26% reduc-
tio;, In tra',el time. Final report will be presented to the Couneil at the meeting
of October 31. Therefore, the interconnect and the improvement of the present
bottleneck at Bollinger and De Anza will greatly enhance the operations of said
roadway which, with the disincentives on Stelling Road and imMediate vicinity,
should encourage commuters to use De Anza Boulevard instead.
If Council approves the concept, It may approve all the necessary resolutions
on October 31 and implementation of the strategies within the City's jurisdict. 'n
in November. The before studies would take place in October, which will consis,
of traffic counting and license plate surveys and after studies In January or Fe.
ruary of 1984 in order to allow time for traffic to reach equilibrium and avoid
the holidays in Nov~mber and Decembe..
