report and history of thP west CUpertino Traffic Plan to
the City Council. He went on to state potential iq>act
areas and projected iq¡ect areas and that the
iø¡>lEllll!fltation date would be January 18 or 19, 1984.
Discussion ensued be~ COUncil and staff regarding the
temporary status of implementing Level 3 and the legal
implications of the 60 day limitation.
Dave Klinger, 7538 water ford Drive, gave an explanation to
Council of the West OJpertino Traffic Plan and stated that
he felt implementing Level 3 was a drastic solution and
that he had mixed emotions regard:'ng the implementdtion.
City Manager Quinlan requested a clarification from the
City Attorney of the temporary Cusis of the 60 ddY plan.
City Attorney Kilian stated that then! would be no
peIlllanent solution prior to an EIR.

notice of public œaring did not reflect the intent of the
task force. He went on to say that the rvc...........ldations
were for Level 1 and Level 2 implϿ1tation and should not
go to Level 3. Mr. Lewis lMintained that the traffic will
continue to go through the residential streets and that he
was confused wi th regard to t...........eodation No. 10 of the
Traffic Plan.
Don RosenbaIJll, 7633 Proopect Road, addressed COUncil as
~ing for the residents on Prospect and SOUth Stelling,
stating that they endorsed the West Cupertino Traffic Plan
and were in support of the closure of Stelling. Ife went on
to pr_t reaul ts of a survey he had taken of neatby
residents. Mr. AosenbalD stated that he felt there should
be a 60 day impl_tation of Level 3 and that there should
be another hearing afterward.
Mayor Plungy paid congratulations to Mr. Hill wOO is newly
elected to the school board.
Mr. Hill, 20915 McClellan Road, stated to the Council that
he felt they were favoring a _11 ~t of West Side
CUpertino and that the Council should implønent Levels 1
and 2.
· Ron Bl_tt, 22154 McClellan Road, stated that COUncil
needs to taylor its reaction to traffic and should not
iqIede flow and should not make capricious changes.
Jim Mort, 7498 Barnhart Place, stated to the Council that
he objected to the closures at Stelling, Galway and
Jamestown. He went on to state that he felt the closures
would iDpede both police and fire effectiveness in the area
Mrs. McElroy, 1358 S. Stelling 1!oad, stated to Council she
had understood that they had already voted to implønent
Level 3, and that she was in favor of the cloFure of
Stelling Road.
Carol Rohr, 1424 Aster Lane, questioned the C:>uncil
decision to close Stelling stating that it was not the
solution and would just transfer the problem to other
areas.
Don PenhaJ2, 10610 N. Stelling, relayed to Council examples
of personal danger due to traffic problans on Stelling.

Jack Steck, 7535 Water ford Drive, cœmented that Q¡pertino
would not be isolated fran traffic by itself and that
Council must look at traffic in the West Valley area as a
whole. He went on to suggest that De ArIza Boulevard be
opened up so traffic could flow freely.

traffic.

Council should not make any rash decisions and that
everyone should share tile responsibility of the traffic

Maggie Flick, McClellan Road. questioned the Council as to

Clarence Nicholson, 1642 stelling, made ¡.....-nt8 to CWnc:il
regardin;¡ the lack of safety on Stelling ..nd concurred with
the Lewl 3 closure.
Wayne Star, 1356 Primrose way, pointed out to Council the
impact that the closure of Stelling would haYe on other
haœs in the area.
John Martinez, 1145 South Stelling lQId, stated to the
Council that he felt they should push for Highwy 85

due to the closures, and stated that he felt Q)uncil was
just transferring the traffic prob18ll.
Jim Purdy, 7950 McClellan. No.3, stated to the Council
that he felt to ;~ traffic further was ludicrous and
that Stelling Road should remain open.
Mike Flores, representing the City of Saratoga, read a
letter fran the Saratoga City Council to the CUpertino City
Council requesting that they take no action on the closures
until they have had time to stud:' their ~ts and give
Catments.
~laureen Leonard. 7609 Prospect Road. concurred with the
closure of Stelling Road due to safety factors.
Forrest Kirstner commented to the Council that the issue of
traffic on Stelling Road had been discussed for three years
and that he would like to see the closure plan approved.
He went on to state that traffic problems occur all night
long and that he would like Stelling closed until tœ 85
Highway project is completed.

Mayor Plungy stated that information received frQII OIarles
NewIIan explained that the Santa Clara COunty Board of
Supervisors would be appropriating funds to ~eserve the
HighNay 85 right of way.
COunc. Gatto gave a brief history and update of the Higbey
85 ~oject and also explained the history of the Nest
CUpertino Traffic Task Force and their traffic strategi_
of iøçediments and flow.
Council discussion ensued regarding the ~oposed traffic
plan and possible usage of the 85 corridor off Stelling for
temporary traffic alleviation.
Ray Shannon stated to the Council that it was his
undotrstanding that the City had no pennission to use the
Highway 85 corridor.
Ci ty Manager Quinlan stated to Council that he understocxl
that an encroacl1Dent pemi t would be allowed as long as it
was for temporary roadway purposes.
Director of Public WOrks viskovich explained that since the
Ci ty of Saratoga had objected to a previous encroachnent
permit the State would not allow CUpertino to use the
Highway 85 corridor.
llayor Plunyy requested that staff pursue temporary usage of
the 85 corridor with the State.
Discussion ensued between Council and staff regarding
implementation of the traffic plan.

Cooncil the schedule for usage of the van.
Discussion ensued ~ Cooncil, staff and -œrs of
united Cable regarding lICbedu1ing of the van and the rate
increases.
Dave Klinger questioned Council regarding as to what
efforts are being made to include the rest of CUpertino in
United Cable.
Ann McElroy stated to Council that she would like to stop
being a Gill Cable TV subøcriber since being annexed frcm
San Jose.
Ci ty Manager Quinlan explained to Mrs. McElroy the history
on the annexed San Jose area service.
Da'Je MacElroy ~.......ented to the Council that he has not been
treated well in the United Cable office.
Bob Oxy, 22237 McClellan Road, stated to the Council that
he would like to see them consider both the pranilm and
basic rate figures for their increase. He also CCbu",.ut.ed
that he too had not been treated well in the united Cable
office.
It was moved by Counc. Gatto, seconded by Counc. Johnson
and passed unanimously to close the public hearing.
Counc. Johnson questioned United (".able as to when there
would be another increase.
Randy Zrelak, United Cable, stated to Council that they
were on a June to June fiscal year basis.
