Permit fees are due at the time of the application/plan submittal. The new construction permit will not be issued until the demolition permit is issued, unless a letter obtained from the Building Department is submitted stating that"The existing house will not be demolished until the new construction pen-nit is issued". The letter needs to be signed by both the property owner and general contractor.
