Oral reports by staff member s and submission of mitten reports. City Managers Report Letter Requesting Funds - The City Manager informed Council that the amount being requested was $568. It was moved by Counc. Rogers, seconded by Couno. Sparks and passed unanimously to refer the request for funds from Central Counties Safety Council to staff for a report. Director of Planning and Development Sisk informed Council that LAFCO is conducting a public hearing oL Jenuary 11 at which time an increase in their fees will be discussed. One of the propoaals is that cities when recuesting their sphere of influence or urban service area to be adjustad be required to place a $5,000 deposit with the County from which LAFCO's costs could be deducted. Any surplus would be reimbursed to the City. Appeal of denial by Planning Commission for Application 10-TH-76 (Revised), Palter and Roseman Frederick. PLANNING APPLICATIONS 16. Application 36-U43 of Walter and Rosemnn Frederick WAS Homes)s Use Permit to add a second residential unit consisting of 500 sq. ft. to an existing single-family home and Environmental Reviews The project is categorically except, hence, no action is required. The subject property is located on the southeast corner of Lazanso Drive and Miner Place in a P (Planned Development with residential, single-family intent) zoning district. Recommended for denial. It was moved by Cows. Rogers, seconded by Counc. Sparks and passed unanimously to continue consideration of these applications to the meeting of March 5, 1984. (a) Resolution No. 6235z •A Resolution of khe City Couwil of the City of Cupertino Establishing Traffic Signs at Various Intersections.• Res. 6235 It was moved by Counc. Rogersw seconded by Cove. Gatto and adopted passed unanimously to adopt Resolution No. 6235. Council requested that locations where tickets we issued be monitored and that press releases be sent out for public Information, 20. Regulation of bingo by the City of Cupertino. Bingo ord. It was moved by Counc. Gatto. seconded by Ceuaa. Rogers and Passed unanimously to refer the bingo ordinance to staff for revision to reflect current State low. Items 15 and 16 (continued). Change of Council pointed out that because of lack of quorus there meeting date will not be a March 5 regular Council meeting. The data of that meeting was changed to Mwob 13. Consideration of Applications 10-M76 (Rwised) and 36-U-83 will be scheduled for the regular meeting of Monday. March 19, 1984. 21. Change of time and place of meeting of the Cable Television Advisory Committee. Council received the information. 22. Report on purchase of television equipment and modification of Council Chamber. The City Manager and Director of Public Works reviewed the report with Council and answered questions. • A gentleman from the Cupertino Courier informed Council that the switcher would not move the camera from person to person and that five separate cameras would be needed. Johnson Chsmber and passed unanimously to continue consideration of the sound system sound system for Council Chamber for further information. It was requested that items be explained in lay persons language rather than technical language. It was also suggested that the possibility of positioning a camera for a long-range shot of Council be examined. 23. Claim for damages filed by Larry Haste. 11 It ias moved by Counc. Jobnsong seconded by Couno. Gatto halt* claim and passed unanimously to reject the claim and direct the rejected City Clerk to so notify claimant. 24. Claim for damages filed by Mrs. James A. Farrell. It was moved by Counc. Gsttos, seconded by Counc. Johnson Farrell claim and passed unanimously to pay the claim in the amount of paid $54.00 upon execution of the standard release form and to direct the City Clerk to so notify claimant. 25. Status, of committee to review the Draft Development Agreement enabling ordinance. Council requested that in the future changes in each draft document be highlighted. By consenaas. Wolfe Road, stated that he would like to meet with the committee regarding this ordinance. He has one or two items he would like to discuss. He stated that Prometheus Development is preparing a development agreement based on that draft ordinance. Representatives of staff. Mallon. Prometheua, Cowan. Gatto and Mayor PlwW will meet January 19. 1984 at 4:00 p.m. to discuss the proposed ordinance. WRITTEN COMMUNICATIONS 26. i4one. ORDINANCES 27.
