Issnes papers previously presented to the City Council were
discussed and consensus by the Council on each issue is a8
follows:
Crisis InterYention Training

Some con to this training in that a consultant would be used
but no staff would be required. Staff is to review the costs
and present program to Council at no specified date,
~enditure of Surplus Funds
Staff was requested to create a Capital Improvement Program
Fund and to transfer earnings from investments from General
Fund to be passed to the Capital Improvement Funds based
upon the amount of money in the Capital Improvement Fund for
capital improvements. Monies would continue to be co-mingle¿
for the advantage of most gain from investment earnings.
Community Service Office Role
Council believes that staff should proceed with no set time
towards transferring some Jervices now provided by the Sheriff's
office to the Community Service Office role as long as these
were more cost effective and we made sure that the service
would continue to be performed at the same level. Council
thought we should try for the 1984-85 fiscal year to employ
these changes.
Development Agreements

Council believed that we were already pro~eeding through the
Council committee on questions brought up on the issue paper
in this respect and that questions that remained would be

Replacement of Interast Earnings
Council thought va should proceed on user feea only and that

Funding Capital ImproveMlltll
1. Council requested the coaprehan.ive list of fiscal facilities
in pla..e.
2, Council requested a comprehensive study of replacement costs
of the infrastructure that staff believes should have some
type of amortization or de~reciation schedule for the pur-
pose of designing a 1I8jor ongoing long-range 1I8intenance
program,
Solid Waste Disposal
City Manager was instructed to proceed with interim solution
(Mountain View Bite), Council will establish _chanim to
develop long-term solution after discussions with SWAC.
Streamline Public Review Process
Leave as is nov and ia~rove prTformance at staff level and
follow-up on goals set for turn around time on building
applications.
Redevelopment in Monta Vista
The Mayor is to talk to representatives of the Monta Vista
uea to determine inten·st. if any. for such action.
Civic Center
A. Public Safety Building - The City should continue to
reserve space for a public safetö bui~ding but should
not confine i~s thinking to a public safety building
only when and if the need arises but should review
the existing structures of library and city hall and
possible combination of any of these in a new facility.

we should continu.. to pursue a relocation and agreed with
several locations suggested and added the SandIe)' Drbe
area as an additional alternative for location.
C. Coaamity Center Building - City Council agr.ed that -
should keep our options open here but indicated a pref.reace
towards the possible acquisition and conversion of the Be
Anza Racquet Club facility.
Dissemination of Public Inform&tlon
Council se... fairly well satisfied with the present six ..jor
sources of disseminating public information but believed that
we should consider the calendar 88 an addition to the Cu~1Do
Scene and needed to develop written guidelines for ne~ re1...e
ir~ormation for the general news media.
Roadway Median Maintenance
Some Councilllembers have expreased 801111! concern about the JAck
of lIISintenance of sOllIe of our streets and one median and SUSA8sted
we may wish to increase our maintenance level in this area.
Cupertino Official Mementos
The general feeling of the Council was that we had a lot "f
industry and activity in our c~ity that we should be
quite proud of and that therefore we should put more emphaa1.a
on advertising our cODIIIUnitj to others outside the area, The
Mayor IIISY appoint a committee to develop this activity further.
Diagonal in Route 85 Corridor
After considerable discussion, the Council decided that we
should not consider the diagonal further hut concentrate on
building an additional l~ne on De Anza Boulevard as soon as
possible in that the expenditure for a diagonal in the
85 corridor could very possibly be counter-productive to
early 85 road~y development. Statf was requested to report
back to Council at the February 6 meeting as to the status
of the E.I.R. on t~e closure of Stelling and the diaganal
construction. Staff also was requeJted to work with the
college to get the proposed additional access from Stevens Creek
Boulevard into campus under way.

Councilmember Reed Sparks had to leave at 6:00 p.m. and was not
available for discussions on the Public Review Process,
