Elizabeth Marchu Technology Credit Union Mark Tersini KT Urban John Zirelli Recology August 15 , 2017 Honorable Mayor and Councilmembers Cupertino City Council 10300 Torre Avenue Cupertino, CA 95014 Subject: Adoption of City of Cupertino Transportation Impact Fee Nexus Study. -SUPPORT Dear Councilmembers: On behalf of the Cupertino Chamber of Commerce, I would like to express our support of the Council's adoption of the City of Cupertino Transportation Impact Fee Nexus Study. The Cupertino Chamber of Commerce supports this measure to address existing inequities in current practice. Previously, only development projects, which ultimately exceeded the Level of Service threshold, were responsibl e for funding and completing transportation improvements. Due to multiple meetings with city staff on this issue, the Chamber of Commerce believes that a properly implemented Traffic Impact Fee (TIF) eliminates these inequities by requiring all new development projects to contribute funding for transportation infrastructure improvements in relation to their actual contribution to traffic congestion. For the development of the corresponding draft ordinance, the Cupertino Chamber of Commerce urges the City Council to direct staff to continue to work with the Chamber of Commerce so that traffic impact fees in Cupertino fairly address the transportation needs of the community without unfairly penalizing businesses that call Cupertino their home.
