Dear Mayor and City Council:
We want to thank the Cupertino City Council for the strong support you expressed for Cupertino's
working families at your August 1St council meeting. The council majority made it clear that
Cupertino values middle class jobs when they encouraged KT Urban to work with the representatives
of the construction workforce to make sure local workers, being paid family supporting wages, are
an additional benefit the community gains on any future development at The Oaks shopping center.
We have reached out to la Urban to have that dialog but, unfortunately,they have not responded.
On August 1st la Urban expressed that, as the developer seeking the entitlement on the project, they
have no role in determining whether local construction workers, being paid family supporting
wages,would be used to build their proposed project.
Nothing could be farther from the truth. Many developers in the region have partnered with our
organizations to make sure local workers, paid area standard wages, will be working on their
developments. This is true even though they may sell off their entitled projects to another developer
who will eventually build the project. The commitment to use a local workforce, paid family
supporting wages, is attached to the sale just like every other obligation la Urban has encumbered
on a project as it goes through the entitlement process.
We also want to encourage the Council to look at what steps can be taken to ensure full time
permanent jobs coming out of any redevelopment of The Oaks provide living wages to local
residents. Certainly the opportunity for workers at any future hotel to be able to effectively advocate
for family supporting wages should be supported.
The need for a diversity of housing stock for working families in Cupertino is another issue we hope
the Council can incorporate into any future development at The Oaks. Many of our members are
finding it harder and harder to find housing they can afford in Santa Clara County. Every
community shares a responsibility to help solve this critical problem that will eventually derail our
dynamic local economy.

That being said, we are again asking you to not approve ISP urban's proposal to change the General
Plan. These are the wrong projects being proposed by a developer with a questionable track record.
KT Urban has shown little responsiveness to addressing the concerns raised at the August 1St meeting.
They should not be rewarded by giving them the approvals they seek.
