REGULAR CITY COUNCIL MEETING
PLEDGE OF ALLEGIANCE
At 6:45 p.rn. Mayor Darcy Paul called the Regular City Council meeting to order in the Cupertino
Community Hall Council Chambers, 10350 Torre A venue and led the Pledge of Allegiance.
ROLL CALL
Present: Mayor Darcy Paul, Vice Mayor Rod Sinks, and Councilmembers Barry Chang, Steven
Scharf, and Savita Vaidhyanathan. Absent: None.
Mayor Paul reordered the agenda to take up item number three (3) under Ceremonial Matters and
Presentations.

Recommended Action: Present certificates to the 2018 Cupertino Spelling Bee Winners
Mayor Paul presented certificates to the 2018 Cupertino Spelling Bee winners.

Council concurred to direct staff to move forward with an ordinance regulating
enforcement of short-term rentals in Cupertino including possible agreement with Airbnb,
adjusting number of guests and type of home rental, limiting number of nights allowed, etc.

11. Subject: Ordinance to amend regulations in Title 2, Administration and Personnel of the
Municipal Code Chapter 2.80, to allow up to six (6) members for the Fine Arts Commission.
Recommended Action: That the City Council conduct the first reading of Ordinance
No. 18-2171: "An Ordinance of the City Council of the City of Cupertino amending
regulations in Title 2, Administration and Personnel of the Municipal Code Chapter 2.80, to
allow up to six (6) members for the Fine Arts Commission."
Senior Planner Catarina Kidd reviewed the staff report.
City Clerk Grace Schmidt read the title of the ordinance.
Chang moved and Scharf seconded to read Ordinance No. 18-2171 by title only and that
the City Clerk's reading would constitute the first reading thereof. Ayes: Paul, Sinks,
Chang, Scharf, and Vaidhyanathan. Noes: None. Abstain: None. Absent: None.
12 . Subject: Legislative Advocacy Policy and 2018 Legislative Platform
Recommended Action: Adopt Resolution No. 18-010 establishing a Policy for Legislative
Advocacy and adopt the City's proposed 2018 Legislative Platform

Sinks moved and Chang seconded to adopt Resolution No. 18-010 establishing a Policy for
Legislative Advocacy and adopt the City's proposed 2018 Legislative Platform with an
amendment to explicitly include protection for Community Choice Energy at all regulatory
bodies. The motion carried unanimously.

City Manager David Brandt noted the following dates regarding the Valko Specific Plan:
• Feb 5 -first public workshop was held
• Feb 22 -EIR scoping meeting
• Mar 13 -meeting regarding existing issues and conditions at Vallco site
• Apr 9 -first 4-day design charrette program which will include presentations and
open house for the public
• Apr 24 -open house for consultants to publish results of charrette and possible
options
• May 21 -second 4-day design charrette where public can weigh-in on different
options
• Late Summer -Planning Commission and City Council meetings
Councilmembers highlighted the activities of their committees and various community
events.
