CC Exhibit 02-06-2018 Item No. 1 Bicycle Blvd Project - Written CommunicationFrom:Jennifer Griffin To:City Council; City Clerk Cc:grenna5000@yahoo.com Subject:Neighborhood 2- Tilson/Wunderlich/Barnhart Bike Traffic Bulbs, Truck Aprons/Etc Problems Date:Tuesday, February 06, 2018 4:01:46 PM Dear City Council: I am addressing problems with the proposed bicycle route through Neighborhood 2 (Item 1) on the February 6, 2018 City Council meeting Study Session. Adding traffic bulbs outs, truck aprons, and changing the nature of the roads in Rancho Rinconada at Tilson and Wunderlich and Barnhart Avenues is going to cause tremendous problems. Rancho Rinconada roads are intact with sidewalks and roadways that were laid out as a planned neighborhood from 1952. The neghborhood was built from surveyed sets of plans that showed all the survey marks for the roads and intersections. The survey documents are all filed with the county of Santa Clara County. Changing the nature of the above named roads is going to adversely affect the roadways and the intersections. They are already set up to handle the traffic flow in the neighborhood which is all residential. These affected intersections are 1/2 mile or more into the neighborhood. This is not an area to have heavy bike traffic. It would be better to have this bike traffic go down Stevens Creek Blvd. That is a much more direct route rather than having heavy bike traffic wandering through the residential neighborhood of Rancho Rinconada. My husband and I do not think it is a good idea to add traffic bulb outs, truck aprons, traffic circles or remove stop signs or narrow the roads along Tilson, Wunderlich and Barnhart Avenue. These streets are already intact and graded as part of an intact neighborhood. The areas have already been surveyed and carry traffic flow through the neighborhood. Putting in truck aprons and traffic bulb outs at the intersection of Wunderlich and Tilson would be highly problematic. It would cause problems with traffic flow and would disrupt the intergrity of the neighborhood roads. This intersection already has traffic controls and does not need to be changed. This is not a location to have heavy bike traffic. It is deep into a quiet residential neighborhood with 25 mph traffic already. No one should be removing stop signs this deep into the suburban neighborhood. Traffic bulb outs are not a good option in most cases, and certainly not in this area. Sunnyvale has installed these at Homestead and Stelling and they block traffic and make traffic flow back up with no place to turn onto Homestead Road. They cause potential accidents as drivers try to drive over the sidewalks next to them when the traffic backups onto Stelling. Also, trying to make a right turn onto Stelling from Homestead northbound causes traffic to slow down and block the CC 02-06-2018 Item No. 1 intersection. Why Sunnyvale ever considered putting these in at this location is highly questionable as it causes problems with the Sunnyvale as well as the Cupertino side of the intersection. There is a plan to put a truck apron to narrow the Tilson/Wunderlich intersection. This is not the place to do something like this. There are already sidewalks in the area round this intersection. The intersection does not need to be narrowed. There is already traffic control at the intersection. Truck aprons raises the pavement making it dangerous for pedestrians. The elderly and those with walkers or baby strollers can trip or fall on different pavement grades such as these. Traffic round abouts are too confusing to have thsi far into a residential neighborhood and are unnecessary. I do not like traffic roundabouts because the circling traffic drives too fast and scares drivers trying to go across the intersection. They would be an absolute disaster at any of the intersections of Tilson/Wunderlich or Barnhart. Please do not do anything to alter the intersections of Tilson Avenue or Wunderlich or Barnhart Avenue in Rancho Rinconada. Please do not do anything to alter these roadways. They are part of an intact residential neighborhood and they are already traffic controlled. This is not the area to have lots and lots of bicyclists riding through. It is in the middle of a residential neighborhood and the area is already working well for the slow residential traffic that goes through now, be it cars, pedestrians, people walking with pets and baby strollers and buggies and seniors with canes and walkers and residential bike traffic.
