The new proposed Goals and Objective 2018 would be added to this list for review . This combination of 2017 and 2018 should be made public prior to the meeting so that the people can prepare and comment. The Commissioners Handbook 2107 under Topic of Meetings needs to be addressed Part C, Special Meetings -A special meeting may be called by the chairperson or a majority of the members. A Special Meeting Notice must be delivered to all commissioners, the City Clerk and any interested parties, including news media, which have made a request such notification. The notice must contain the time and place for such a meeting and the subject matter to be considered, and be delivered at least 24 hours prior to the meeting Introduction of other items at a special meeting is prohibited. There seems to be a conflict of rules and it seems to me that the City Council should abide by the rule or rewrite the rule to reflect today's meeting. It seems that there is no list of Goals and Objectives prior to the Special Meeting that is on the web or as a handout at these meetings. I understand from the City clerk that the meetings have been conducted for the past 2 years in this way, and so that is why no prior list has gone out it has become the norm. The public and I would like to ask that we receive a list of proposed Goals and Objectives prior to this meeting and that the Commissioner's Handbook Special Meeting rules be abided by. It is very important that the public read and have time to comment in writing if they wish and to also make their voices heard by being allowed to speak. I also think that City Hall be used for this meeting in the future, and that it be not only audio recorded but also video recorded. This is important because the public may wish to submit items in written or with pictures to support their request or comments, so having this meeting off site does not accommodate the need. I would also think it does not relay the complete picture of the Goals and Objective that the City has to propose. The other point is that even if there is extra money in the budget to support off site meetings, in my opinion this is a waste of money. The City Council along with the Staff should strive to save the City money and direct this savings to more worthy projects . I have mentioned improving the facility of the Teen Center, moving it to a larger facility and providing more services to our young children after school and on weekends. This new facility would help to keep our kids busy and off the streets . The drug problems in our schools and in society are increasing. The legalization of pot is the next major pollution in our communities and this problem will increase unless we start to realize the real truth our children are more important than the tax money the taxes will bring in from legalizing pot. The Lehigh Southwest Cement and Quarry the Steven Creek Quarry are strong polluters of the Air, Water and Soil in our community of Cupertino, the Silicon Valley and the San Francisco Bay area the City of Cupertino needs to provide more protection to the public from these polluters. In the past the City has stated, over and over again that they do not have jurisdiction over these polluters and that they can only write letter if they disapprove of their operations this needs to change. That these polluters are under the jurisdiction of Santa Clara County because they are in the unincorporated areas and not part of Cupertino the City and I have mentioned that anyone can file a lawsuit against anyone. The City of Cupertino has refused to bring and lawsuit against these two polluters and because of that the City of Cupertino's citizens have been subjected to this pollution for 90 years and counting. They seem to believe that the regulating and permitting agencies are responsible, and so the City of Cupertino is let of the hook. I propose that Leh igh be annexed into the City of Cupertino so that the City can take advantage not only with the tax revenue but also with monitoring and making sure that the public is protected . I would also further like to see the Steven Creek Quarry and Steven Creek Reservoir be also put under the jurisdiction of the City of Cupertino and the land also be annexed to the City. The new Lehigh Southwest pollution Treatment Plant is in the process of being built and soon after Lehigh will submit a request to mine a new pit for another 90 years, we the public and the City cannot let this take place . I have mentioned what this new mine will do to the City of Cupertino, the Silicon Valley and the SF Bay Area and the City will do nothing more than write letter, this is fine for the record and goes on the record. The real truth is that the letter are worthless unless the City will take legal action and file a lawsuit against Lehigh and the Steven Creek Quarry in court to stop them from continuing to pollute and to also stop the mining of a new Lehigh pi t. I would like to also ask that a great deal of attention be brought to the City Council and Staff regarding the Stevens Creek Reservoir which is highly polluted and the fact is no one will do anything about this and clean up the Reservoir. This is our drinking water and the City needs to take action with the Santa Clara Valley Water District and the State Regional Water Quality Control Board and help to make sure this water that is going into our aquifer is cleaned up. Please add these issued to the Goals and Objectives for 2018. Thanks
