CC 03-06-2018 Exhibit Item No. 9 Work Program - Written Communications1 Lauren Sapudar From:Rose Grymes Sent:Tuesday, March 06, 2018 8:41 AM To:City Council Cc:ragrymes@gmail.com Subject:Council Meeting 3/6/2018 Re: Item 9 and Staff Report recommendation to consolidate Library Commission and Senior Center’s Senior Citizen  Advisory Council into Parks and Recreation Commission.   As a current Library Commissioner in my second term, I can report unequivocally this suggestion blindsides the Library  Commission. Contra factually we have frequently discussed the inappropriate assignment of the Commission’s budget  and liaison role with the Parks and Recreation staff. Our concern has been a misrepresentation of the nature of essential  community services and interactions between the residents of Cupertino and their library by conflation of these issues  with unrelated parks and recreation matters.   The Library Commission was not proactively apprised of your agenda item today; there was no notice of this item‐in‐ work to last month’s Commission meeting and the March meeting is Wednesday March 7.  I urge you to set aside this staff recommendation and, instead, consult directly with your duly empaneled and appointed  commissioners. You have requested our service to connect the voters of this community with the roots of their Library.  We, in turn, accepted your ‘commission.’ Honor our mutual civic trust.   Rose Grymes  22111 Lindy Lane  CC 03-06-2018 Item No. 9 1 Lauren Sapudar From:Liang-Fang Chao <lfchao@gmail.com> Sent:Tuesday, March 06, 2018 3:28 PM To:City Council Cc:Jerry Liu Subject:Fwd: Consolidating Library Commission into Parks & Rec Commission Dear Mayor Paul and City Council Members, Cupertino Library, as a part of the County library system, serves not only Cupertino citizens, but also many other users in the area. The programming needs of the library and the priority of library programs might be different from those of the City of Cupertino and those of the Parks and Recs Commission. The role of Library Commission is essential since it takes time and commitment to understand the unique needs of Cupertino Library and it users. We cannot expect the members of the Parks and Rec commission would reach nearly the same level of understanding as the dedicated Library Commission members. As we have learned in the past year, at times, the priorities of the Library programs and the priorities of the City might not align. Cupertino needs an independent Commission who gives Library staff, who are not City employees, and Library users, who may not be City residents, a voice. Please pull the item to consolidate Library Commission from the agenda. Please do not waste the City staff time on such mission. My understanding is that this request was made by Vice Mayor Rod Sinks. 2 I do not believe the elimination of the Library Commission is in the best interest of our community, with a growing population, consistently high library usage, diverse needs from our residents, and upcoming decisions on the library program room and the library building lease. These are complex issues requiring thoughtful analysis, and conflating them with non-related Parks & Rec items seems to be a step in the wrong direction. I hope that this item will be pulled from the consent calendar and discussed openly, and I trust that the council will do the right thing tonight. But I wanted everyone to be aware in case we need to mobilize in the future to protect our library.
