18% binge drank.
8% drove after drinking alcohol.
11% of all alcohol consumed in the US is by underage drinkers.
More than 90% of this alcohol is consumed in the form of binge
drinks.

WHY AN ORDINANCE?
Underage drinking and drug use is relatively
common among Cupertino high schoolers.
This has led to some clear issues:
-Risk of alcohol poisoning
-Can lead to reckless behavior (driving, etc.)
A social host ordinance aims to deter underage
drinking or drug abuse and encourage
homeowners to be responsible in safeguarding
alcohol/drugs
WHY WE ARE ENDORSING A SOCIAL HOST ORDINANCE
Clear deterrents can help
mitigate underage drinking and drug use.
Less underage drinking means:
1.Reduced instances of reckless behavior (drunk driving, etc.)
2.Lowering instances of alcohol poisoning or binge drinking among teens
3.Lowering probability of alcohol habits forming
4.Decreasing drug abuse and dependence
TIERED CONSEQUENCE SYSTEM
For Juveniles
-1st Violation: Mandatory Alcohol and Drug Prevention Course
-2nd Violation (within 1yr): 25 hours of community service
-3rd Violation (within 1yr): 40 hours of community service
To The Responsible Persons of the Premises
-1st Violation: Civil citation or warning, up to Sheriff’s discretion
-2nd Violation (within 1yr): A fine not exceeding $500
-3rd Violation (within 1yr): A fine not exceeding $1000

PUBLIC SAFETY COMMISSION SUPPORT
Commissioners Varsha Subramanyam and Vanitha Vemula
presented at the February 8th Public Safety Commission
meeting.
The Public Safety Commission understood the necessity of
such an ordinance and is in support of it as a deterrent for
underage consumption of alcohol as well as for controlled
substances.
